Dakshin Haryana Bijli Vitran Nigam (DHBVN) refunds retired colonel’s Rs 5 lakh penalty with 24% annual interest after failing to provide proof of power theft due to meter tampering. Despite a favourable verdict in three courts, DHBVN only refunded the sum in November 2023. The meter was installed outside the consumer’s house, making the electricity department accountable for any malfunction. The court observed that DHBVN did not collect evidence of power theft or assess the consumer’s electricity consumption pattern. Finally, DHBVN refunded the penalty after court intervention.
