Security Council is set to reconvene Thursday, although there is still no agreement on a draft resolution that would indefinitely halt the fighting to allow more humanitarian aid into the enclave and facilitate a new agreement for the release of some 130 remaining hostages still held by Hamas. Votes on a war-related resolution have been delayed three times because of opposition from the United States. World powers are trying to hone the resolution’s language so that Washington won’t veto it.
