No helmet no fuel policy in UP: The Uttar Pradesh Transport Department has proposed to implement a strict ‘no helmet, no oil’ policy across the state to reduce the incidents of accidents and deaths due to two-wheelers. Transport Commissioner Brajesh Narayan Singh issued an official letter on January 8 directing all petrol pump owners not to provide oil to people coming to buy petrol without wearing helmets.
In the letter sent to the District Magistrates and Divisional Transport Commissioners of all 75 districts of the state, emphasis has been laid on immediate implementation of this instruction. Data related to the accident has been cited in this letter. Which shows that a large number of victims of two-wheeler accidents are those who were not wearing helmets at the time of the incident.
It also highlights the directions issued by Chief Minister Yogi Adityanath earlier this month during a review of road safety measures in the state. The Chief Minister had said that every year 25-26 thousand people die in road accidents in the state.
More deaths occur without helmets!
“Most of the deaths in road accidents involving two-wheeler riders are due to non-wearing of helmets. The objective of this policy is to save lives and ensure road safety,” the letter said, according to PTI.
Singh said this initiative was also started earlier in 2019 in Gautam Buddha Nagar district. But it was not widely implemented. He said that in the new instructions, a target has been set to strictly implement the rule in all the districts of the state. The Transport Commissioner has also suggested steps to ensure effective implementation of this policy.
Instructions for putting up boards at petrol pumps
The letter said, “Petrol pump operators should be educated about the relevant provisions of the Motor Vehicles Act, 1988 and the Uttar Pradesh Motor Vehicles Rules, 1998. For the success of this policy, the police and Regional Transport Offices (RTOs) Regular coordination is necessary.”
Singh stressed the need to install safety signs at petrol pumps. He said that ‘No Helmet No Fuel’ boards should be put up to increase awareness. “Awareness campaigns should be run on a large scale using social media platforms, print and electronic media. These campaigns should emphasize the importance of wearing helmets as a life-saving device and not just as a legal requirement,” he said. In.”
There will be review from time to time
Law enforcement agencies and administrative officials have been asked to review the policy from time to time to ensure adherence to it. The letter has also requested petrol pump operators to help in promoting the use of helmets. “Pump personnel should strictly follow these instructions. They should refuse to dispense oil to two-wheeler riders not wearing helmets. Also, repeat violators should be reported to the authorities,” it said.

The Transport Department appealed to the public to consider helmets not only as a mandatory safety measure but also as an important shield that protects life. “The aim of this initiative is to inculcate a sense of responsibility among drivers and develop a culture of safe behavior on the road,” Singh said.
