Post Office Bill: Rajya Sabha passes Post Office Bill amid opposition concerns over violation of privacy | India News

NEW DELHI: Rajya Sabha on Monday passed the Post Office Bill2023, that seeks to repeal the 125-year-old Indian Post Office Act with a view to govern the functioning of post offices in the country and simplify the legislative framework to facilitate the evolution of post offices into a network for delivery of citizen-centric services.
According to the proposed legislation, “the central government may, by notification, empower any officer to intercept, open or detain any item in the interest of the security of the state, friendly relations with foreign states, public order, emergency or public safety, or upon the occurrence of any contravention of any of the provisions of any law for the time being in force”.The bill seeks to empower the director general of postal services to frame regulations in respect of activities necessary to provide services and fix the charges for such services.
Many members from opposition parties raised concern about certain provisions and claimed they could endanger the privacy of individuals whose posts and consignments could be put through scrutiny and opened by the postal office in the name of threat to national security.Replying to the discussion on the bill, communications and IT minister Ashwini Vaishnaw tried to allay concerns over the provision for interception and said, “In a society which is as complex and diverse, and times which are as difficult as they are, it is very important that interception is done. This kind of provision is kept for national security.” The bill was introduced in Rajya Sabha in the monsoon session.

According to the statement of objects and reasons of the bill, over the years, services available through post offices had diversified beyond mail and the post office network had become a vehicle for delivery of a variety of citizen-centric services, which necessitated the repeal of the Indian Post Office Act, which was enacted in 1898 primarily to address mail services provided through post offices.


State Assembly: Mizoram elects a record three women to state assembly | India News

AIZAWL: Three women became Mizoram MLAs on Monday, the first time more than one has won in the state’s assembly elections.
Lalrinpuii and Baryl Vanneihsangi are from the victorious Zoram People’s Movement (ZPM) and Pravo Chakma is from the outgoing Mizo National Front (MNF). Lalrinpuii won from Lunglei East, Vanneihsangi from Aizawl South-3 and Pravo from West Tuipui.
The first woman to be elected to the legislature – Mizoram was elevated to a Union territory in 1972 with a 30-member legislature – was L Thanmawii of People’s Conference (PC), led by former CM T Sailo in 1978.The second was PC’s K Thansiami in 1984, followed by Lalhlimpuii of MNF. Lalhlimpuii was inducted as the first woman minister of the state in 1987 in the government headed by CM Laldenga.
Another woman legislator, Vanlalawmpuii Chawngthu, was elected in a 2014 by-election. Chawngthu was inducted as a junior minister in the erstwhile Congress government headed by Lal Thanhawla in 2017.

AIZAWL: Zoram People’s Movement (ZPM) isn’t just another new kid on the block riding a strong anti-incumbency wave. For an electorate that has alternatively voted for MNF and Congress since Mizoram attained statehood in 1987, it represents a political reset that had been buffering for six years.
It all started when a group that called itself the Zoram Exodus Movement set to work on a template vastly different from that of Congress and MNF, both of which ZPM chief Lalduhoma had been part of and was disillusioned with.
ZPM promises corruption-free governance and “Kalphung thar”, or inclusive development. The party’s election promises include remunerative prices for agricultural produce and guaranteed purchase of four local products – ginger, turmeric, chilli and broom. The manifesto also lists educational reform and a healthcare scheme for those outside the ambit of medical reimbursement by the government.
What sets ZPM apart from others is its internal mechanisms. Unlike central committees, a high command or a politburo, an advisory panel of “elders” constitute the decision-making caucus of Lalduhoma’s party, just like in Mizo villages.
“They decide who will be the CM and the council of ministers. Prior to the polls, the council of elders, called Val Upa Council, nominated Lalduhoma as the party’s chief ministerial face,” a party functionary said.
“The Val Upa Council was formed immediately after ZPM was floated on August 15, 2017. The 12-member council comprises retired IAS, IPS officers and pastors between 60 and 90 years of age. All the members of the council are selected from among those socially held in high esteem.”
Retired IAS officer and former Mizoram chief secretary Lalfakzuala is the council’s current chairperson. “The council will function as a watchdog,” he said.

Lalthansanga faced defeat in the 2013 and 2018 assembly elections, losing to then CM Lal Thanhawla of Congress and Mizo National Front’s (MNF) Lalchamliana, respectively, . Long before “Who is Lalduhoma?” showed up on search engines, the now 74-year-old former IPS officer of the 1977 batch was already a household name in his native Mizoram. Those outside the state who had heard the name before would have remembered him as the country’s first MP to be disqualified under the anti-defection law, and then again as an MLA.
On Monday, as he stood at the cusp of causing the biggest upheaval in the Christian-majorityNorth-Eastern state’s politics, Lalduhoma had the air of someone who knew his time to be known for the right reasons would come.Just that not many would have seen it coming, least of all the man he unseated from the chief ministership: incumbent Zoramthanga.
Born in Tualpui village of Champhai district, bordering Myanmar, education was Lalduhoma’s escape from poverty. He excelled in academics, catching the eye of the then Union Territory’s first CM, C Chhunga, who gave him a job as principal assistant in his office in 1972.
Lalduhoma simultaneously enrolled for an evening course at Gauhati University, graduating with distinction and going on to clear the civil services exam five years later. As an IPS officer posted in Goa, he was ruthless against the drug mafia, building a reputation strong enough to impress then PM Indira Gandhi into getting him transferred to New Delhi in 1982 and later making him a part of her security detail.
At Indira’s behest, Lalduhoma helped bring insurgent leader Laldenga’s Mizo National Front (MNF) to the negotiating table. In 1984, he quit his job, joined Congress and was elected MP from Mizoram. He would resign from the party four years later, inviting disqualification as an MP.

Massive Searches: Massive searches underway in Rajouri & Poonch; 3 suspects detained | India News

JAMMU: A joint team of the ArmyCRPF and police launched massive search operations in the forests of Rajouri and Poonch districts of Jammu and Kashmir on Monday morning following inputs about suspicious movement in the areas. On Sunday evening, three suspects were detained for questioning from Rajouri’s Bahrote-Budhal area, where a terrorist was killed during a gunfight with security forces on November 17.
“Searches were carried out in Muradpur, Bathuni, Ghai Bhawal (Sunderbani), Tatta Pani in Kalakote, Ghambir Mughlan in Manjakote and Rajdhani-Thanamandi in Rajouri.Similar operations were conducted in Gursai, Jabranwali Gali, Saruti and Ari villages situated close to the Line of Control (LoC) in Mendhar sector of Poonch district,” said an official source, adding that the move followed inputs about suspicious movement in the forest areas.
Combing operations were intensified in the twin frontier districts of Rajouri and Poonch following a fierce gunfight in Rajouri’s Bajimaal area on November 22-23, in which five Army personnel, including two Captains, lost their lives while two Pakistan-based Lashkar-e-Taiba terrorists, including an IED expert and sniper, were killed. The slain terrorists had been trained in Afghanistan.
The two districts have become a hotbed of terror activities for a while with terrorists and their Pakistan-based handlers constantly trying to disrupt peace in the region. In a recent operation on December 2, security forces averted a major tragedy by timely detecting a 5kg IED in Topa Hilltok area of Darhal and destroying it.

Veteran character actor Junior Mehmood has been diagnosed with stage four stomach cancer. Recently, popular comedian Johnny Lever paid a visit to Jr Mehmood at his Mumbai residence. Jr Mehmood’s close friend Salam Kazi has now revealed that the ailing actor has expressed his wish to meet his old friend and veteran actor Jeetendrawith whom he has acted in several films, including Caravan.
“Jr Mehmood bhai told me Jeetuji nahin aaye, mujhe milna hain unse (Jeetendra has not come to meet I want to meet him),” Kazi, who has been working with Jr Mehmood for 15 years, told ETimes.
The actor is also longing for another close (childhood) friend and co-star Sachin Pilgaonkar to meet him. Though Sachin made a video call to Mehmood but the latter is still waiting for him to come and meet him.
“Mehmood Bhai is also keen to meet his childhood friend and I think one should fulfill his wish I have messaged him but waiting for him to revert to me,” Work told us.

Earlier, Kazi had a news agency that Jr Mehmood was ill for 2 months and initially they thought that he might have some minor problem. But after that suddenly his weight started decreasing. And when the medical reports came, it said there was cancer in the liver and lungs and a tumour in the intestine. He has also developed jaundice. The treatment going on, but the doctors said it’s a stage four cancer.

Johnny Lever had also said that he was in touch with Jr Mehmood regularly but he never mentioned his health issues, informing that he had met him one-and-a-half months ago. “I was informed by one of his close associates that he has been unwell for ten days and is on liquid, and that he has cancer. That’s when I met him and I was told that he has stage four stomach cancer,” he said, adding that Jr Mehmood was undergoing treatment at the Tata Memorial Hospital in Parel.
Jr Mehmood, 67, has been featured in over 200 films in different languages. He is best known for movies like Brahmachari, Mera Naam Joker, Parvarish, and Do Aur Do Paanch.


EC lifts model code of conduct from five states with immediate effect | India News

NEW DELHI: As assembly elections in five states concluded – Chhattisgarh, Madhya Pradesh, Rajasthan, Telangana and Mizoram, the Election Commission of India lifted the model code of conduct on Monday, the officials stated.
Assembly elections and a by-election (in Nagaland) were held in six states. While the Congress swept Telangana, the Bharatiya Janata Party won in three states: Rajasthan, Chhattisgarh and Madhya Pradesh.Mizoram was won by the Zoram People’s Movement (ZPM).
“I am directed to state that the provisions of the model code of conduct are enforced from the date of announcement of the election schedule by the Election Commission and they remain in operation till the completion of the election process,” the Election Commission of India stated in a release.
“Now, that the results in respect of General Elections to State Legislative Assemblies of Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana, 2023 and bye elections for 43-Tapi (ST) Assembly Constituency of Nagaland have been declared by the respective Returning Officers, the model code of conduct has ceased to be in operation with immediate effect,” it added.
“This may be brought to the notice of all concerned,” it added.
Nationalist Democratic Progressive Party (NDPP) candidate Wangpang Konyak won the Tapi by-election in Nagaland after defeating Congress leader Wanglem Konyak.
The BJP party tsunami swept the Hindi heartland on the counting day for four states that polled for their assemblies last month. The BJP, with its stunning mandates in Madhya Pradesh, Chhattisgarh and Rajasthan, stumped not just their rivals but also some pollsters who had predicted tight races in these states.
The election results in four states, especially the losses in Rajasthan, Madhya Pradesh and Chhattisgarh, came as a huge blow to the Congress’s hopes for 2024, as it is now out of power across a vast swathe of the Hindi heartland.
Assembly elections to five states were held last month, with more than 160 million people, or a sixth of India’s electorate, registered to vote.


ECB launches cricket regulator to tackle discrimination | Cricket News

LONDON: The England and Wales Cricket Board (ECB) on Monday announced it had set up an independent cricket regulator after a damning report revealed racism, sexism, classism and elitism in the sport.
The Independent Commission for Equity in Cricket (ICEC) published its findings in June, revealing “widespread” discrimination in the game and making 44 recommendations.
The ICEC was established in 2021 following a racism scandal centred around the treatment of Pakistan-born bowler Azeem Rafiq at Yorkshire County Cricket Club.
The new regulator will be responsible for monitoring compliance with the game’s regulations, safeguarding, anti-corruption, anti-doping and anti-discrimination.
The body will be headed by former police officer Dave Lewis, taking the role of interim director, and will be overseen by an independent cricket regulatory board.
ECB chief executive Richard Gould welcomed the changes, stating: “It is important that the game has the best processes in place in order to enforce regulations.
“The ICEC report recommended that we introduce further independence to the game’s regulatory process and the cricket regulator overseen by an independent cricket regulatory board will do that.
“The cricket regulator is ring-fenced from the ECB, and that separation will ensure that their work is distinct from our work as the game’s promoter.”
