In the murder case of national level shooter and corporate lawyer Sukhmanpreet Singh alias Sippy Sidhu, CBI has arrested Kalyani Singh, daughter of Acting Chief Justice of Himachal Pradesh High Court. Kalyani Singh is posted as Assistant Professor in the Department of Home Science, Post Graduate Government College for Girls, Sector-42, Chandigarh.

CBI produced Kalyani Singh in court and took him on remand for 4 days. Kalyani Singh’s mother Justice Sabina has also been a judge in the Punjab and Haryana High Court.

The body of 35-year-old Sukhmanpreet Singh alias Sippy was found on 20 September 2015 from a park in Sector-27, Chandigarh. He was shot dead. According to the post-mortem report, Sippy was killed with a small weapon. After Kalyani’s arrest, Sippy’s brother Jasmanpreet Singh Sidhu said that even though the action was delayed, now the family has got the hope of justice.

According to the CBI investigation so far, Kalyani Singh was in a romantic relationship with Sippy Sidhu. She wanted to marry Sippy but Sippy’s family refused for this relationship. It is accused that Sippy leaked some objectionable pictures of Kalyani to her family and friends. This brought embarrassment to Kalyani Singh and her family.

According to the CBI, on September 18, 2015, Kalyani Singh contacted Sippy through someone else’s mobile phone. He forced Sippy to meet him at the Sector-27 park. Sippy met Kalyani from 18 September to 20 September. On 20 September also he went to the Sector-27 park to meet Kalyani.

CBI officials claimed in the court that they had evidence that Kalyani was present in the park along with Sippy. Kalyani along with an unknown assailant shot Sippy. Both were seen running away from the spot.

According to the investigating officers, Kalyani Singh was seen evading answering the questions during the interrogation. Even in the polygraph test, she was seen cheating on questions related to Sippy’s murder.

According to the CBI team, during the investigation it emerged that Kalyani had conspired with an unknown assailant to get Sippy killed. In such a situation, he was arrested after legal formalities at 11.30 am on 15 June 2022. After arresting Kalyani, she was produced in the court.

In the court, the CBI argued that the remand of Kalyani Singh is necessary to identify the attacker, to trace the weapon used in the murder, to recover the weapon and the vehicle used in the crime and to ascertain the role of the unknown conspirators involved in the case. After hearing both the sides, the court sent Kalyani Singh on remand for 4 days.

Kalyani had the knack of rejecting the relationship

Sippy’s brother Jasmanpreet told that there was a 30-year-old relationship between him and the family of Kalyani’s mother Justice Sabina. His grandfather was a judge in the Punjab and Haryana High Court and his father was an additional advocate general. Due to the closeness of both the families, Sippy and Kalyani knew each other since childhood. Both liked each other.

According to Jasmanpreet, ‘Kalyani’s family came to our house with her relation. Meanwhile, Sippy finds some pictures of Kalyani. After that it came to know that Kalyani is in a relationship with some other youth. On this our family rejected the relationship. To avenge this, Kalyani hired a shooter and got my brother killed.

After Kalyani’s arrest, Sippy’s elderly mother Deepindra Kaur Sidhu said that she has been saying from the beginning that Kalyani should be interrogated. He had called Sippy to the Sector-27 park on the evening of the incident. Sippy had returned from Canada two days before the murder. He was sitting on her lap. At the same time after receiving a call, Sippy went out. After that the news of his death reached the family.

No action due to mother’s influence

According to Sippy’s brother Jasmanpreet, Kalyani Singh’s mother Justice Sabina was posted in the Punjab and Haryana High Court at the time when her brother was murdered. On September 21, 2015, Chandigarh Police registered a case of murder and under Arms Act at Sector-26 police station after Sippy’s body was found. For almost 8 months, the Chandigarh Police kept investigating this case but could not take any action.

Meanwhile, her family wrote letters to the Union Law Ministry, after which Justice Sabina was transferred to the Rajasthan High Court.

On January 20, 2016, after demands and all-round pressure from Sippy Sidhu’s family, the then Home Secretary of Chandigarh issued orders to hand over the investigation of the Sippy murder case to the CBI. On April 13, 2016, the CBI registered a case against Kalyani Singh and others for murder, criminal conspiracy, destruction of evidence and under the Arms Act. Special Crime Branch of CBI is investigating this case.

Sippy Sidhu lived with his family in Phase 3B2 of Mohali. Sippy was shot dead in the Sector-27 park between 9 and 10 pm on 20 September 2015.

The family protested against the untrace report

In this case, in December-2020, the CBI presented the untrace report in the special court. Sippy’s family opposed this. The special court also rejected the untrace report and asked the CBI to expedite the investigation.

On behalf of the CBI, the investigation officer of the case, DSP RL Yadav, told in the special court that at the time of the incident, a Maruti Zen car with 1183 characters had passed from there. In the same case, the footage of a CCTV camera installed in a house in Sector-27 was also sent to the National Forensic Science University in Gujarat for investigation.

On 7 December 2020, the CBI submitted a report in the court seeking permission to investigate the role of Kalyani Singh and others. On 14 December 2020, the court gave its approval to the CBI. The court asked the agency to complete the investigation and submit the final report at the earliest.

Case should also be filed against mother

Sippy’s brother Jasmanpreet said that the CBI can now take information from Kalyani Singh about the sharp shooter who killed his brother, etc. Jasmanpreet said that Kalyani’s mother should also be tried for being involved in a criminal conspiracy. Kalyani alone cannot carry out this crime.
