Cash-strapped Pakistan on Tuesday held a first round of talks with the International Monetary Fund (IMF) in a bid to unlock stalled funds from a $7 billion bailout to ward off economic meltdown.
Finance Minister Ishaq Dar met IMF Pakistan Mission Chief Nathan Porter, the finance ministry said, and briefed him on the “fiscal and economic reforms and measures being taken by the government in different sectors”.
The IMF funding is critical for Pakistan, which has barely enough foreign exchange reserves to cover three weeks of imports. Fuel comprises the bulk of the import bill.
Pakistan secured a $6 billion IMF bailout in 2019, which was topped up with another $1 billion last year.
The talks, to continue through Feb. 9, are meant to clear the IMF’s 9th review of its Extended Fund Facility, aimed at helping countries facing balance-of-payments crises.
The lender had set several conditions for resuming the bailout, including a market-determined exchange rate for the local currency and an easing of fuel subsidies.
Last week, Pakistan removed an artificial cap on the rupee, resulting in it losing 14.73% in interbank trading during the last three trading sessions.
The central bank said the rupee gained 0.65% against dollar on Tuesday in inter-bank trading, but, according to the exchange companies’ association, lost 0.54% in the open market.
“We believe that the rupee’s weakness still has further to run, particularly with Pakistan’s balance-of-payments position likely to remain weak for several more months,” Fitch Solutions said.
New measures also include taxation, shedding power sector debt and hiking energy prices, with people already facing 24.5% inflation.
The central bank also raised interest rates this month by 100 basis points to fight inflation.
The finance ministry, which raised fuel prices by 16% over the weekend ahead of the talks, said in its monthly report issued on Tuesday that fiscal consolidation was key to saving official reserves and exchange rate stability.

After Adani Group on Tuesday acquired Israel’s port of Haifa for USD 1.2 billion, the Jewish nation’s envoy to India said that his country has “deposited the port to an important Indian company like Adani” and the event signifies the trust between the people of both the nations.
“The Haifa port is a strategic port for Israel. We’re really depositing it in the hands of an important Indian company like Adani. It’s a symbol of trust between our people. I hope that this investment will be the opening element of a long string of future corporations,” Naor Gilon, Israel’s Ambassador to India, told news agency ANI.

Speaking on Holocaust Remembrance Day, which is observed on January 27, he said “Learning about the Holocaust is a universal message to the world of tolerance, to the different, to the weak. I think this is the message that is coming out of The International Holocaust Remembrance Day.”
Stating that antisemitism does not exist in India, he added, “Jews for 2000 years have been living in India and antisemitism is not even a word that is known here in India. We think that the message of tolerance has to go everywhere, also in countries that did not suffer from the Holocaust.”
Besides the takeover of the Port of Haifa – Israel’s second largest port- the Adani Group also vowed to transform the skyline of the Mediterranean city as part of its decision to invest more in the country, including opening an artificial intelligence lab in Tel Aviv.
Israeli Prime Minister Benjamin Netanyahu described the Haifa port deal as an “enormous milestone”, saying it will significantly improve connectivity between the two countries in many ways.

Iran: Couple jailed for more than 10 years over viral dance video | World News | Times Of Ahmedabad
An Iranian court has handed jail sentences of over 10 years each to a young couple who danced in front of one of Tehran‘s main landmarks in a video seen as a symbol of defiance against the regime, activists said on Tuesday.
Astiyazh Haghighi and her fiance Amir Mohammad Ahmadi, both in their early 20s, had been arrested in early November after a video went viral of them dancing romantically in front of the Azadi Tower in Tehran.
Haghighi did not wear a headscarf in defiance of the Islamic republic’s strict rules for women, while women are also not allowed to dance in public in Iran, let alone with a man.

A revolutionary court in Tehran sentenced them each to 10 years and six months in prison, as well as bans on using the Internet and leaving Iran, the US-based Human Rights Activists News Agency (HRANA) said.
The couple, who already had a following in Tehran as popular Instagram bloggers, were convicted of “encouraging corruption and public prostitution” as well as “gathering with the intention of disrupting national security”, it added.
HRANA cited sources close to their families as saying they had been deprived of lawyers during the court proceedings while attempts to secure their release on bail have been rejected.

It said Haghighi is now in the notorious Qarchak prison for women outside Tehran, whose conditions are regularly condemned by activists.
Iranian authorities have clamped down severely on all forms of dissent since the death in September of Mahsa Amini, who had been arrested for allegedly violating the headscarf rules, sparked protests that have turned into a movement against the regime.
At least 14,000 people have been arrested, according to the United Nations, ranging from prominent celebrities, journalists and lawyers to ordinary people who took to the streets.
The couple’s video had been hailed as a symbol of the freedoms demanded by the protest movement, with Ahmadi at one moment lifting his partner in the air as her long hair flowed behind.
One of the main icons of the Iranian capital, the gigantic and futuristic Azadi (Freedom) Tower is a place of huge sensitivity.
It opened under the rule of the last shah Mohammad Reza Pahlavi in the early 1970s when it was known as the Shahyad (In Memory of the Shah) Tower.
It was renamed after the shah was ousted in 1979 with the creation of the Islamic republic. Its architect, a member of the Bahai faith which is not recognised in today’s Iran, now lives in exile.

Russian President Vladimir Putin and Saudi Crown Prince Mohammed Bin Salman discussed oil strategy ahead of the OPEC+ meet. The Kremlin said the two leaders, in a phone call, discussed cooperation with OPEC+ group of oil producing countries in order to maintain price stability. Russia and Saudi Arabia have been deepening ties since the start of the Ukraine war and Riyadh has increasingly been defying demands of Western allies. Last year, at the Vienna summit OPEC+ announced an oil production cut of 2 million barrels a day, signalling a clear shift in Riyadh’s policies towards Washington.

NEW DELHI: India and the US on Tuesday assessed developments in South Asia and the Indian Ocean region and reiterated their commitment to a free and inclusive Indo-Pacific to ensure regional peace and stability.
These issues were part of the annual India-US foreign office consultations in New Delhi that were co-chaired by foreign secretary Vinay Kwatra and US under secretary of state for political affairs Victoria Nuland.
The consultations were an opportunity to continue discussions held during Kwatra’s visit to the US last October, the external affairs ministry said in a statement. “Both sides reviewed progress made towards further consolidating the India-US Comprehensive Global Strategic Partnership,” it said.
The discussions covered “contemporary regional developments in South Asia, Indian Ocean Region and the Indo-Pacific”, and the two sides “reiterated their commitment to a free, open and inclusive Indo-Pacific, with the objective of ensuring peace, stability and prosperity in the region”.
Kwatra and Nuland took stock of several initiatives and frameworks that reflect common strategic interests, including the Quadrilateral Security Dialogue or Quad, the India-Israel-US-UAE (I2U2) grouping, Indo-Pacific Economic Framework (IPEF) and Indo-Pacific Maritime Domain Awareness Initiative (IPMDA), the statement said without giving details.
Both sides also agreed to work together during India’s G20 presidency and to intensify cooperation in multilateral forums and international organisations, including the UN, on global issues of mutual interest.
“The productive and substantive meeting enabled both sides to continue a regular dialogue that has been instrumental in enhancing mutual understanding and in identification of opportunities for further growth and enrichment of the India-US partnership,” the statement said.
The meeting was held against the backdrop of continuing concerns in India and the US over China’s assertive actions across the region.
Nuland is travelling to Nepal, India, Sri Lanka and Qatar from January 28 to February 3. She will also meet with young tech leaders in New Delhi.

AHMEDABAD: Oreva Group managing director Jaysukh Patel on Tuesday surrendered before a Gujarat court in connection with the collapse of a suspension bridge in Morbi that killed 135 people in October last year.
“Jaysukh Patel has surrendered before a court in Morbi around 3pm. He has been arrested by the Morbi police,” a senior Gujarat police officer said. Patel was managing director of Oreva Group, the firm that held the contract to maintain, repair and renovate the bridge and was among the 10 accused named in the charge sheet filed by the police in court on January 27.
Patel was the only one of the 10 accused who was yet to be arrested. Police officers earlier said that they reached out to Patel’s offices and residences in Ahmedabad, Morbi and Bhuj but could not trace him.
The investigators eventually approached the court which issued a warrant for Jaysukh Patel’s arrest on January 13. Patel applied for anticipatory bail on January 20 but the hearing was postponed to February 1 due to the absence of the public prosecutor.
The bridge was crammed with people when it collapsed around 6.40pm on October 30. A government-appointed special investigation team (SIT) said that there were several lapses including rusty cables, broken anchor pins, and loose bolts that were not addressed during the renovation process. It added that the Oreva Group did not hire an expert agency to assess the load-bearing capacity of the bridge before throwing it open to the public.
A total of 10 accused, including Patel, were charged under sections 304 (culpable homicide not amounting to murder), 308 (attempt to commit culpable homicide), 336 (act which endangers human life), 337 (causing hurt to any person by doing any rash or negligent act), and 338 (causing grievous hurt by doing rash or negligent act) of Indian Penal Code.
The nine people arrested in the case include two managers of Oreva Group, two ticket booking clerks, two sub-contractors who repaired the bridge and three security guards deployed on the cable-stayed structure to guide and control the crowd.
The state government has suspended Sandipsinh Zala, the then chief officer of Morbi municipality, who signed the agreement with the firm, one of the leading manufacturers of lighting products.
The state government has also issued a show-cause notice to the Morbi municipality asking why it should not be dissolved for failing to discharge its duties that led to the bridge tragedy.
The 52-member municipality passed a resolution on January 23 and urged the Gujarat government to return documents seized by the special team so they can respond to the show-cause notice.

NEW DELHI: Sri Lankan high commissioner Milinda Moragoda met external affairs minister S Jaishankar on Tuesday to review bilateral relations against the backdrop of the island nation’s efforts to secure a bailout from the International Monetary Fund (IMF).
The meeting was held less than a fortnight after Jaishankar travelled to Sri Lanka, a visit that was seen as an effort to reset the bilateral relationship following strains caused by a Chinese surveillance vessel calling at Hambantota port last year.
Jaishankar said in a tweet that he had a “useful meeting” with Moragoda and reviewed his recent visit to Sri Lanka and “taking the understandings forward”.
The Sri Lankan high commission said in a statement that Moragoda met the external affairs minister to review the current status of the relations between Sri Lanka and India, and to discuss the “way forward and follow-up action, emanating” from Jaishankar’s recent visit to Colombo.
The joint secretary (Indian Ocean Region) of the external affairs ministry, Puneet Agrawal, and Sri Lankan deputy high commissioner Niluka Kadurugamuwa also participated in the meeting.
Jaishankar concluded his visit to Sri Lanka on January 20. During the visit, he met President Ranil Wickremesinghe and Prime Minister Dinesh Gunawardena and held official discussions with foreign minister Ali Sabry.
The visit came shortly after India became the first of Sri Lanka’s creditors to back the country’s debt restructuring programme by sending financial assurances to the IMF. China, India and Japan are the crisis-hit island country’s three main creditors.
India provided about $4 billion as financial support last year to help Sri Lanka cope with the country’s worst economic crisis.

Bombay HC at Goa orders GHB to hand over land possession to bidders | Latest News India | Times Of Ahmedabad
The Bombay high court at Goa set aside the decision of the Goa Housing Board (GHB) revoking letters of sale granted to a group of three successful bidders for three commercial plots, based on a ‘decision taken by the government’, and stated that the decision by the government amounted to improper interference with the functioning of statutory authorities. The bench further ordered the GHB to revive the sale letters and hand over physical possession of the three plots to the petitioners within two weeks.
The court while giving its judgement said that all constitutional functionaries must function within constitutional limits and noted that the constitution envisages the “rule of law and not the rule of men.”

“Our constitution has adopted a limited form of government. Our constitution envisages the rule of law and not the rule of men. It recognises that howsoever high one may be, one is under the law and the constitution. All the constitutional functionaries must, therefore, function within the constitutional limits,” the high court bench of justices M S Sonak and Bharat Deshpande said.
The state revoked the sale letters handed over to the bidders for three commercial plots in the lucrative Porvorim area on the objection raised by local MLA and minister Rohan Khaunte.
Initially, the GHB after an auction process handed out sale letters to the successful bidders after receiving complete consideration despite objections from Khaunte, a legislator who was then in the opposition.
However, soon after Khaunte was re-elected from the Porvorim constituency in March last year, he joined the ruling government and his objections became the basis for the GHB, writing to the allottees that the allotments were cancelled.

“Though no firm inference can be drawn based upon the material before us, the records bear out that soon after that, the GHB quite inexplicably referred Rohan Khaunte’s objection to the government, even though such objection was considered threadbare and the resolution to reject the objections was already conveyed on 11 March 2022 to the government, for almost two months after the total consideration was received and even spent,” the high court observed.
The high court further said, “Powers for cancellation of allotment of plots already made are vested in the GHB and not in the government or the chief minister. The impugned decision, therefore, is clearly ultra vires and cannot be sustained.”

‘Hush-hush manner’: Orissa high court orders fresh probe in RTI activist’s death | Latest News India | Times Of Ahmedabad
BHUBANESWAR: The Orissa high court has ordered the crime branch to probe afresh the death of a 35-year-old right to information (RTI) activist who was found dead in February 2020, observing that the initial investigation by the police was completed in a “hush-hush manner”.
Justice Sanjeeb Kumar Panigrahi ordered the fresh probe on a petition filed by Laxmidhar Das, father of RTI activist Ranjan Kumar Das, who contested the police version that his son died in a road accident. Laxmidhar said his son appeared to have been murdered.
The judge gave the crime branch three months to complete its probe.
“It transpires that the police have not given the proper thought to the video clips and the culprits therein. The police have completed the investigation in a hush-hush manner without bringing all angles to the ambit of investigation. The matter be handed over to the Crime Branch for a de novo inquiry regarding the death of the son of the petitioner. The investigating officer is directed to hand over the charge of the investigation to the Crime Branch forthwith, which is directed to complete the investigation as early as possible, preferably within a period of three months from the date of taking over,” justice Panigrahi said.
Ranjan Kumar Das, an RTI activist known to have filed many information requests that unearthed several irregularities in Kendrapara district, was found dead about 2km from his home on February 1, 2020. His family said Das had injury marks on his face and his motorcycle was found parked in a ditch near the body.
Police officers in Kendrapara who investigated the case said Das appeared to have slipped and fallen into the field and died of injuries that he sustained in the accident.
But the RTI activist’s family said there were gaps in the police version which did not explain how his motorcycle was found parked. RTI activists in Odisha also pointed to the string of requests filed by Das, which they said, was hurting interests of some influential businesses in the region.

The death toll in the Peshawar Mosque blast has climbed to 100 as rescue operations ended. 2 women among 3 killed in Chhattisgarh after pit caves in: Raipur Police | Latest News India | Times Of Ahmedabad
RAIPUR: Three persons died when a pit in which they were collecting fly ash caved in on the outskirts of Chhattisgarh’s capital Raipur, police said.
Police said the dead include two women. A fourth person, a 15-year-old girl, was pulled out alive from the pit by rescue workers and admitted to the hospital.
“The adults died on the spot, while the girl was injured. A police team rushed to the spot and pulled out the victims from the debris. The girl was admitted to a hospital and her condition was said to be out of danger,” a police officer said.
The officer said the four were extracting a layer of fly ash beneath the earth in the pit at Sankra village under Dharsinwa police station limits when the soil around them collapsed.
Chief Minister Bhupesh Baghel has expressed grief over the incident and directed officials to provide the best medical care to the injured.
A case of negligence has been registered and a probe is underway, said the official.

Visakhapatnam to be Andhra Pradesh’s new capital city: CM Reddy | Latest News India | Times Of Ahmedabad
Andhra Pradesh chief minister YS Jagan Mohan Reddy on Tuesday said the state capital will be shifted to Visakhapatnam and he will have his office in the coastal city while inviting investors for Global Investment Summit (GIS) to be held there in March first week.
“Here I am to invite you to Visakhapatnam, which is going to be our capital in the days to come. I myself would also be shifting over to Visakhapatnam in the months to come,” he told the investors at the meeting.
This comes four months after the Supreme Court stayed the Andhra Pradesh high court order directing the state government to complete the works in Amaravati by March 2023.
In March last year, the Andhra Pradesh high court ruled against the plan to have three capitals and told the government to develop Amaravati as the state capital.
It was in 2015 when then state chief minister N Chandrababu Naidu declared Amaravati as the state capital and acquired 33,000 acres of land from farmers to build the new capital city. The new city, Naidu promised, was to be developed on the Singapore model.
Andhra Pradesh lost its capital Hyderabad to Telangana when the erstwhile state was divided into two in 2013-2014. Under the Andhra-Telangana Reorganization Act, the centre promised to provide adequate funds to Andhra Pradesh to develop a new capital.
Soon after coming to power in 2019, CM Jagan Reddy announced his intention to develop three capitals in the state– Amaravati as the legislative capital, Visakhapatnam as the administrative capital and Kurnool as the judicial capital.
In 2020, the Andhra Pradesh legislative assembly approved a law, Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act, 2020, for creating three capitals.
The new law was opposed by farmers of Amaravati under the banner of Rajadhani Rythu Parirakshana Samiti saying their land was acquired by the state government on the promise that Amaravati will be developed as a full-fledged state capital.
They moved the Andhra Pradesh high court and the court, after several hearings, ordered the state government to complete all works in Amaravati by March 2023 towards building it as the state capital.
A three-judge bench of the high court comprising Chief Justice Prasanth Kumar Mishra and justices M Satyanarayana Murthy and DVSS Somayajulu in its verdict held that the state government had no “legislative competence” to change or remove Amaravati as the capital of the three civic wings – legislature, executive, and judiciary of the state.
The 307-page verdict was challenged by the Jagan Reddy government in September, saying that the “state does not have the power to decide on its capital is violative of the basic structure of the constitution.”
Several ministers in Andhra Pradesh have categorically been saying that the state government would come up with a new bill on the three capitals issue, the ongoing litigation in the Supreme Court notwithstanding. However, no official announcement was made about the bill.

'Pappufication' may be over, beard symbolises image makeover: Experts on Rahul | Latest News India | Times Of Ahmedabad
He went from being the barely stubbled, dimpled politician with neat hair to the man with unkempt locks and an overgrown salt-pepper beard, the image makeover drawing comparisons with Saddam Hussein, Karl Marx and even Forrest Gump. And that one question – did Rahul Gandhi also outgrow his ‘Pappu’ image during the Bharat Jodo Yatra?

The Iraqi dictator, the German philosopher and father of communism or the wide-eyed protagonist of the eponymous film “Forrest Gump”, who the Congress leader actually resembles after the end of the 145-day, 4,000 km yatra is open to debate. A day after the Kanyakumari to Kashmir campaign ended here on Monday, several experts, however, are agreed his “coming-of-age” look reflects the larger image transformation he has undergone in terms of people’s perception.
“… The beard has given him a certain degree of seriousness. He has arrived as a man, he is no longer Indira Gandhi’s grandson, Rajiv Gandhi’s son. He is now Rahul Gandhi, the man. That is a very critical change in how people perceive him today,” Prahlad Kakkar, advertising industry veteran, told PTI.

The man dismissed by many as ‘Pappu’ – the moniker imposed by his opponents to reflect their view of him as a non-serious, political lightweight – may have actually outgrown his image as a reluctant, part-time politician and evolved to one who is mature and taken seriously.
Many may argue with the stereotypes of both images he had – the pre-yatra image and the one he acquired as the march progressed — but that is the thing with images. They tend to stick irrespective of whether they represent the reality or not.
Image experts also say the former Congress president’s new bearded look may be part of a conscious effort to send out a message.
Rohit Ohri, CEO of media firm FCB Group India, said the Bharat Yodo Yatra was Gandhi’s big “makeover act” and his scruffy beard a symbol of this makeover.
“As a symbol it stands for… the new wisdom of age, the hard labour of the prince, the nation-before-self belief and the tough never-say-die spirit,” Ohri told PTI.
That Gandhi showed stamina and resilience through the Kanyakumari to Kashmir cross-country campaign, walking about 20-25 km each day, also lent itself to the end of the ‘pappufication’, said political watchers.
“People did not think Rahul Gandhi had the stamina and bandwidth to see the yatra through. So, because he has had it easy, he has inherited it and not earned it, this Bharat Jodo Yatra was very important for his image makeover as finally he had to earn his stripes,” Kakkar said.
All politicians have realised there are no easy shortcuts to votes… it is all very well to pontificate and be holier than thou but unless you hit the road and put in the sweat and blood, people will not be moved, he argued.
Gandhi – who was seen in a white T-shirt for almost the entire duration of the yatra except for the last day when he donned a Kashmiri ‘pheran’ to ward off the cold — has managed to surprise everyone by seeing the yatra through, Kakkar said.
He termed Gandhi’s look as “coming-of-age”, saying he has gone from a boy to a man by sporting a beard. “The moustache and the beard have always been revered as an arrival of manhood in our country…
“Because of the avatar he has taken up, the BJP is trying to counter his dialogue. They would not have attempted it earlier because they had dismissed him as a Pappu. The fact is that if your enemy regards you as a serious contender then you have achieved 90 per cent of what you had gone out to achieve,” the adman said.
Going forward, Gandhi needs to make a new beginning with a “clean slate” and start by apologising for the mistakes his party had committed when in power.
The key question will be to-shave-or-not-to-shave now that the yatra has ended, Kakkar said.
“I believe this beard is here to stay and with it is the grand old party’s desperate hope that this makeover is forever,” Ohri added.
According to Suman Agarwal, co-founder of Image Consulting Business Institute, the new look adopted by Gandhi is strategic dressing in the language of image management.
“His intent is to break the stereotypical image of a politician and get a new look. Our new generation believes in living on their own terms, a little unkempt and imperfect look depicting that ‘I have more important things to focus on’,” she told PTI.
“He (Gandhi) wants people to look at him with a fresh perspective and it is a smart strategy to change the way one dresses,” Agarwal said.
Gandhi’s visual communication is different, more informal, relaxed and much more flexible, she said.
The Congress leader has undergone an image makeover by changing the way he looks and he wants to project that “he is mature, serious, different and clearly means business”, Agarwal said, adding that appearance plays a vital role in perception management.
To what extent this new look will help him achieve his goals is yet to be seen, added the image expert.
The former Congress chief has himself acknowledged the change in his image perception.
Addressing a press conference in Jammu, Gandhi had said thousands of crores of rupees have been pumped in by the BJP and the RSS systematically to distort his image but the truth always comes out.
Congress general secretary in-charge communications Jairam Ramesh, said to be the driving force behind the yatra along with senior leader Digvijaya Singh, has repeatedly said the BJP’s bid to distort Gandhi’s image stands demolished with the yatra.
The real Rahul Gandhi has emerged from the yatra, not a new one, Ramesh often insists when asked about the image makeover.
Whether Rahul Gandhi’s image makeover can be sustained after the yatra would depend on his perseverance and politics. For the moment, however, it does seem that the days of his ‘pappufication’ by the BJP are behind him.
