Pipeline Burst: Firm Fined 1.3 Crore for Pipeline Burst in Mumbai | Eagle Infra India Ltd | Mumbai News

Mumbai: The BMC has slapped a penalty of Rs 1.3 crore on Eagle Infra India Ltd for damaging an 1,800mm water pipeline in Andheri East last week and disrupting supply to the western suburbs for five days, but it is yet to recover the Rs 75 lakh it had levied on the Metro works contractor for damaging the same pipeline in January 2020.
According to a notice that was served on the contractor in January 2021, the BMC had demanded water wastage and repair charges of Rs 75, 82,958.The notice, served by the assistant engineer of water works in K-East ward, said that during construction of a pier of the elevated Metro-6 along JVLR, Eagle Infra, Mumbai Metro Rail Corporation’s contractor, damaged a 1,800mm diameter water inlet in Veravali, Jogeshwari East, on January 29, 2020. It had said the payment of the penalty was to be made “at the earliest.” An official from the civic hydraulics department said the fine remains unpaid.
The contractor did not respond to a TOI query sent on Thursday via email.
On November 30, a water pipeline of 1,800mm diameter near the Seepz entrance of Metro-3 in Andheri East was damaged during drilling work. Repairs were planned through the day on December 2, but they went on till the morning of December 4. This hit the supply of water to K-East (Andheri East), K-West(Andheri West), H-West (Bandra West), N (Ghatkopar) and L (Kurla) wards. The BMC levied a fine of Rs 1.3 crore on the contractor for it.
Swapna Mhatre, former BJP corporator from Pali Hill, said no quantum of fine can make up for the suffering of the people affected by the water supply disruptions last week as well as in 2020. “With so many Metro works ongoing in the city, which require excavation, such pipeline bursts have become recurrent. The authorities must, hence, consider having a parallel system, wherein water is provided to the affected citizens in some other way,” she said.
Former corporator Abhijit Samant suggested that when penalties are not paid, the amount should be deducted from the final payment to be made to the contractor for the project. “Even after water supply resumes, it takes another week for pressure to stabilise, which means citizens continue to suffer even after repairs are done.”

MMRDA has asked DMRC to fine the contractor. The 1,800mm pipeline was damaged near Sariput Nagar on the Jogeshwari-Vikhroli Link Road (JVLR) on November 30. Penal action is being taken against the contractor for damaging mains and tunnels.
Damaged pipeline disrupts water supply to Usgao
A road contractor damaged a conveying line at Kerye Khandepar, causing a water shortage in Usgao village. The pipeline, which carries potable water from the Opa treatment plant to the Mharvasaddo-Usgao overhead reservoir, was broken by an excavator operator. Repair work is underway and is expected to be completed by Friday morning. The contractor, MVR infraprojects, was unaware of the pipeline passing underground while digging for the service road. Additionally, MVR infraprojects has been assigned to complete the pending work of road widening from Par-Khandepar to Shapur on the outskirts of Ponda town.
