New Delhi. Guided by the Prime Minister’s Garib Kalyan Rojgar Abhiyaan (GKRA), the Ministry of Skill Development and Entrepreneurship (MSDE) has initiated skill training of 3 lakh migrant workers in 116 identified districts of Uttar Pradesh, Bihar, Rajasthan, Odisha, Madhya Pradesh and Jharkhand. The aim is to provide demand driven skilling and orientation of workers and rural population in the post COVID era under the Centrally Sponsored and Centrally Managed (CSCM) component of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-2020. In collaboration with the respective District Collectors/District Magistrates/Deputy Commissioners, MSDE is launching programmes in these districts for skill training within 125 days. Training has already started in some parts of the identified districts and will gradually expand to other parts in a few months.
More than 92 lakh people have received training-Let us tell you that the objective of Short Term Training (STT) is to provide skill training to either school/college dropouts or unemployed youth for various sectors and job roles under Skill India’s flagship PMKVY scheme.
The duration of the training program varies between 150 and 300 hours depending on the job role. Recognition of Prior Learning (RPL) recognizes the value of learning outside formal settings and provides government certification for a person’s skills.
Candidates are provided with digital and financial literacy and accident insurance is given free for three years. There is no fee charged from the candidate for participating in the RPL program and the candidate who successfully completes the training receives Rs 500.
The Ministry of Skill Development has so far trained more than 92 lakh candidates under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-2020.
Skill training of 3 lakh migrant workers started in 116 districts
National Skill Development Corporation (NSDC), under the aegis of Ministry of Skill Development and Entrepreneurship-MSDE, is executing the training programme through existing training providers and project implementing agencies operating under PMKVY 2016-20 or State Schemes.
1.5 lakh migrant workers are being trained under the Short Term Training (STT) programme, and another 1.5 lakh migrant workers are planned to be trained under the Recognition of Prior Learning (RPL) scheme.
In these districts, the task of mobilizing migrant workers for the purpose of aggregation as well as training for local jobs is carried out by the district administration. The Ministry of Skill Development is directing its efforts to organize skill training for various jobs as per the demand of the local industry, as recommended by the district administration.
Emphasizing on the need to promote skill and entrepreneurship for rural development, Union Minister for Skill Development and Entrepreneurship, Dr. Mahendra Nath Pandey said, “Rural development through skill development is a core element of the Skill India Mission as 70 per cent of the total workforce comes from rural India.
The vision of preparing a rural workforce in sync with the changing needs of the industry requires seamless synergy among various partners in the skilling ecosystem. We need to complement each other on the pressing need to create industry-relevant jobs at regional levels to neutralise the subsequent impacts of workforce displacement.
We are committed to focusing on local demand-driven skill development programmes to provide sustainable livelihood opportunities for migrant skilled workers, whose collective strength is the backbone of our economy.”
Skill training and orientation programmes have started in these identified districts after accreditation and affiliation of training providers on Skill India Portal and subsequent approval of system-based targets.
The roles that are in demand in these 6 states include Assistant Electrician, Self Employed Tailor, Retail Sales Associate, Customer Care Executive (Call Centre), Sewing Machine Operator and General Duty Assistant etc.
As GKRA is a part of Short Term Training (STT), eligible candidates will get all the benefits as per STT-CSCM-PMKVY 2016-20. As per the guidelines, eligible candidates are getting assistance under Direct Benefit Transfer (DBT) scheme for travelling expenses, food and lodging expenses, post placement support, assistant and other assistance.
