The notification for BPSC 70th Combined Civil Services Examination was released on 20 September 2024. There was recruitment for 1964 posts. This is the largest vacancy in Combined Civil Services in the history of BPSC. But, there has been confusion ever since the notification was issued.

There was a lot of opposition regarding normalization before the exam. There was lathicharge on the candidates who came to surround the Commission office. Khan sir and Guru Rehman, who came out on the streets in support of the students, were detained by the police. However, both were released after a few hours. Student leader Dilip had to go to jail.

At the same time, on 13th December, the day of PT examination, the candidates created a ruckus at Bapu Center in Patna. There was a protest regarding the delay in delivery of question paper. During this time, a protesting candidate was slapped by Patna DM Dr. Chandrashekhar Singh. After which the Commission canceled the examination held at Bapu Center on 16 December.

Posts updated 6 times, exam date extended 3 times

There was some controversy in BPSC 70th PT exam from the very beginning. The number of posts increased 5 times. Probable date of exam extended 3 times and date of form filling extended 2 times. On September 18, the decision to recruit 1929 posts was taken verbally. Advertisement was released on 23 September for 1957 posts, which later increased to 1964.

Then on 26 October, applications were invited for recruitment to 2031 posts and on 4 November, 2035 posts. Earlier the probable date of examination was 30th September. This was followed on 17th November. Then later it was extended to 13 and 14 December. After this, the Commission decided to conduct the examination in one day in one shift on 13th December.

Why did the controversy start regarding normalization?

On September 19, BPSC Chairman Parmar Ravi Manu Bhai had said that normalization is a well established process. Normalization has also been done by the Government of India in many examinations. This is such an easy process that no student should face any problem with it.

On October 30, a meeting was held in the BPSC office with teachers preparing for civil services. Khan sir, Guru Rehman and teachers from other coaching institutes participated in it. In this meeting, the teachers presented the problems of the students before the Commission. Issues regarding normalization were also discussed in it.

After the meeting was over, Guru Rahman had told the media that a big program is to be organized by BPSC at Bapu Auditorium on 15th November. In which all the teachers including the president will talk to the students on their problems. However this meeting did not take place. After which protests started regarding normalization.

On December 6, candidates demonstrated for about 12 hours in Patna regarding normalization in the 70th BPSC. First the candidates gathered outside the BPSC office. When he did not move after being asked by the police, he was lathicharged. One student’s head was injured while another’s leg was broken in the lathi charge. There was lathicharge on the candidates thrice.

The students were protesting in front of the BPSC office, meanwhile Khan sir and Guru Rehman reached Gardnibagh with a huge crowd of students from Muslaypur Haat. Till evening, Khan sir and Guru Rehman along with the students protested against normalization. Then the police kept Khan and Rehman sir in custody for one and a half hours. After Khan Sir’s health deteriorated late in the night, he was admitted to a private hospital in Patna. Student leader Dilip, who was involved in this demonstration, was arrested.

Commission issued letter clarifying

On the evening of December 6 itself, the Commission issued a letter saying, ‘Misleading news related to the adoption of normalization process in the 70th Integrated Competitive Examination is being spread on various social media platforms. The Commission expressed surprise as to where the rumor of normalization started when there was no such proposal.

Coaching center and student leader accused of spreading rumors

BPSC has accused the coaching operators and some local student leaders of spreading rumours. The Commission has said that these people deliberately spread this rumor to mislead the candidates. The Commission has clarified that there was no mention of normalization anywhere in the advertisement of the examination. Nor was any such information released later.

There was a huge uproar at Bapu Center

On December 13, the examination was conducted at 912 centers in 36 districts of the state. Peaceful examination took place at 911 out of 912 centres. Whereas the candidates created ruckus at Bapu Center in Patna. Many candidates alleged that the question paper was received half an hour late. The question papers were mutilated. The seal of the paper was already broken. Candidates were filling OMR sheets in groups inside the centre.

Patna DM Dr Chandrashekhar Singh slapped a candidate who was protesting at Bapu Center alleging paper leak. After this, the police intervened and sidelined the candidate. On December 13 itself, the Chairman of the Commission held a press conference in the evening. During this he said that no one has complained to us about paper leak.

On December 15, Patna DM submitted his investigation report along with CCTV footage to the commission. DM Chandrashekhar said in his investigation report that some anti-social elements had appeared in the examination as candidates. A group of them was also present outside the examination hall. These people were ready to create ruckus from outside. Some candidates surrounded the Center Superintendent and pressurized him to cancel the examination, but this did not happen.

Apart from this, some candidates were trying to get the exam canceled somehow by causing vandalism and other types of disruption. Along with legal action, a case of murder will also be registered against such candidates and unruly elements. The role of some coaching institutes will also be investigated in this matter.

After seeing the investigation report on 16 December, the commission called a meeting. During this time it was decided that the examination held at Bapu Center was cancelled. In the press conference, the Chairman said that our IT cell is also examining the CCTV footage. Along with this, two teams have been formed at Patna SSP level. Which is investigating the matter. 25 to 30 people have been identified in the commission’s investigation. Action will be taken against them by the Commission. It is clearly visible in the video that some anti-social elements have created a dispute over receiving late question papers in the examination.

The Chairman of the Commission further said that the question had reached the Bapu Center late. It was told there that you will be given more time. You give your own exam. After this, around 1 pm, anti-social elements snatched question papers from many candidates appearing for the examination. We have received a lot of emails, in which many candidates said that we were giving the exam properly, but anti-social elements did not allow us to take the exam.

Commission running late from its ongoing calendar

According to the calendar released by Bihar Public Service Commission, the 70th PT exam was to be held on September 30. However, the exam was delayed on 13th December i.e. by almost 2 months. Now its result is also likely to be delayed. The 70th Mains is to be held from January 3 to 7 next year. There will be a delay in this also. This exam can now be held in March. The result will be out on 31st July. The interview will be held from 17th to 28th August. The final result will be released by September.
