Taking a historic step under the leadership of Chief Minister Dr. Mohan Yadav, the Public Trust (Amendment of Provisions) Bill-2024 has been introduced. The objective of this bill is to make life and business easier for the general public and entrepreneurs. The government has ensured that the justice process is so simple that common citizens and businessmen can do their work without any hassle.

Chief Minister Dr. Yadav has taken this bill forward with a new thinking. He believes that this will not only bring transparency in governance, but will also rapidly increase investment and employment opportunities in Madhya Pradesh. He said that through this bill a new chapter of development and good governance will begin in the state.

The bill is inspired by the central government’s Public Trust Act, 2023, which decriminalized 183 provisions in 42 central acts at the national level. It rationalized the penal system by decriminalizing minor crimes and removing regulatory barriers for citizens and entrepreneurs.

Chief Minister Dr. Yadav described this bill as a concrete step towards further strengthening the state’s ease of doing business and ease of living ranking. He said, this bill will write a new chapter of governance and development in Madhya Pradesh, which will increase investment and employment opportunities.

The government has made many important reforms in the bill. Now small crimes will be punished with a fine instead of being sent to jail. The legal framework has been updated with time, by removing outdated and complex laws. This will give confidence to the general public and entrepreneurs that the government stands with them and wants to make their work easier.

Many reforms have already been implemented in the state under the leadership of Chief Minister Dr. Yadav. The government has abolished 920 old and illogical laws, which has made the legal process simpler and faster. New schemes have been implemented to promote start-ups, which have led to a record increase in start-ups by youth and women.

Chief Minister Dr. Yadav believes that this bill is not only a legal change but also a strong bridge of trust between the public and the government. When laws are simple and there is no difficulty in compliance, investment will also increase and new employment opportunities will be created. This initiative is ready to take Madhya Pradesh to new heights of development. This effort of the government will introduce a new model of governance and development in the state, which will benefit every section of the society.

In the major amendment bill, 64 sections in 8 acts of 5 departments of the state (Industrial Policy and Investment Promotion, Energy, Co-operation, Labour, Urban Development and Housing) have been amended. These include reforms like converting imprisonment into fine, converting punishment into penalty and adding compounding provisions. Abolition of obsolete laws: 920 obsolete acts were abolished.

Work in the business sector will be done easily and quickly. 157% increase in women-led start-ups and 125% increase in total start-ups. Initiatives like GIS based land allocation system and Sampada 2.0 facilitated the process. The bill amends 64 provisions in 08 Acts of 05 departments of the state.

The implementation of the Jan Vishwas Bill will reduce the burden on the judiciary due to decriminalization of minor crimes. Proportional and effective punishment system will be implemented. Simplifying the compliance process will create a business-friendly environment which will encourage entrepreneurship.

This Bill is not only an improvement in the legal process, but it is also a symbol of the government’s trust and support to citizens and entrepreneurs. Madhya Pradesh Jan Vishwas (Amendment of Provisions) Bill-2024 reflects the foresight of Chief Minister Dr. Yadav and his commitment towards good governance.
