Candidates have been agitating for a long time regarding CGL paper leak. The report of AIIB SIT investigation is saying that JSSC and the examination agency are responsible for this.

A big revelation has been made in the paper leak case of JSSC CGL- 2023. Ranchi Police’s SIT submitted its report to the court, blaming the examination agency Satvat Infosol Pvt. for the paper leak. Ltd. And blamed the negligence of Jharkhand Staff Selection Commission (JSSC).

The report said that there was a huge security lapse in keeping the paper from the printing press to the Ranchi treasury. Many employees and laborers were employed while unloading the papers from the truck and keeping them in the treasury. Everyone took their mobile phones and went inside the treasury, where there were not even CCTV cameras. According to the investigation report of SIT available with Bhaskar, there were many irregularities behind the paper leak.

The examination agency was negligent like this

Actually, the responsibility of preparing the paper was the responsibility of Satwat Infosol. The entire work was done under the supervision of Tanmay Kumar Das, Client Relationship Manager of the agency. The paper was prepared by teachers from Chennai and Ranchi. The Panchparganiya language paper was set by Sabita Kumari Munda, assistant professor of Ranchi Women’s College. In this, her husband Anthony Munda supported her, who himself was giving the CGL exam.

Sabita hid this from the commission and the examination agency. Sabita has been teaching at the Women’s College of Ranchi University on contract since January 2018. On January 28, Anthony appeared for the examination at St. Xavier’s School in Lupunggutu, West Singhbhum. But the exam was canceled after the paper was leaked.

Nagpuri professor claims… gave it to Tanmay without sealing it

The Nagpuri language paper was prepared by Anjulata Kumar, an assistant professor working on contract at Birsa College, Khunti. He told the SIT – Tanmay asked to prepare 100 questions of Nagpuri in three sets for the CGL exam in November 2023. Refusing to give any letter, the syllabus was sent to his mobile.

After a month, he prepared the paper and gave it to Tanmay in an envelope. There was neither any seal nor signature on it. After a few days the paper was sent again and asked to make corrections. In the exam paper given on January 28, most of the questions were prepared by him.

Sabita gave the print of the paper, the original was in her husband’s laptop.

According to Sabita, she met Tanmay for the first time while doing her PhD. In September 2022, Tanmay called and asked to prepare the paper in three sets in a month. Syllabus sent on WhatsApp. She took her husband’s help in this. The paper was prepared on my husband’s laptop. Its printout was given to Tanmay, whereas the original paper was still in the laptop.

After a month, Tanmay again asked to prepare the paper in three sets. When the paper was ready, Anthony reached the bus stand with the laptop, where Tanmay copied the paper in the pen drive and left the original paper in the laptop. There was no written agreement to set the paper. Just talked on the phone.

Neither CCTV footage nor SOP of printing was found

The police asked A Arvind, network co-ordinator of Satwat Infocell, for CCTV footage during the printing of the paper. He told that only 15 days of video footage is stored in the DVR. There is no footage from that time. When the police asked the company’s CEO Sunidhi Rameshnan for the prepared SOP regarding the conduct of the examination, it was told that nothing like this has been decided.

Police said – criminal case should be registered against the agency

The report states that typing, printing, packaging and storage areas of question papers should be under CCTV surveillance. Which was not done. In such a situation, a criminal case should be registered against the company officials for destroying evidence.

Claim in the report: These cases were ignored

  • On February 14, the SIT reached the printing press of Satwat Infosol located at Rajeev Nagar, Perungudi, Chennai. During inspection, it was found that there was a hole in the door of the printing room from where the paper could have been easily thrown out.
  • The responsibility of preparing the paper was on agency officials Madhumati and Kulandai Yeshu. Under his leadership, 20 people printed the paper. His mobile was deposited before going to the printing press. But to fix the fault of the machine, an artisan went inside with the mobile for three days. Some pictures were also taken.
  • Three sets were given to JSSC in three envelopes. JSSC had selected one set from it and given it to Tanmay. JSSC did not take special precautions then.
  • R Praveen, maintenance mechanic of the printing press, said that many times the printed paper was handled manually. An employee Rajesh used to go to the printing place many times and take photos of the machine etc. with his mobile.
  • Paper from 11 containers and OMR sheets from 3 containers were sent to Ranchi. Only the agency employees were with him. There was no arrangement for security of the container.
  • On reaching Ranchi, the paper and OMR sheet were kept in Ranchi Treasury in the presence of JSSC and Treasury Officer. Videography was done outside, but videography was not done inside, even though the employees and laborers had mobile phones.
