Aggregator Guidelines: Bike taxi platforms like Rapido, Uber and Ola have got great relief. The Central Government has released a motor vehicle aggregator guideline 2025 on 1 July 2025, especially that private (non-transport) bikes can be used for passenger service, but it will depend on the approval of the state government. The guidelines clearly states that state governments may allow the use of private motorcycles for sharing transport services.

In addition, the guideline states that this initiative will not only help reduce traffic jams and pollution, but will also provide cheap transport options to people. Also, hyperlokal delivery services will be boosted and new employment opportunities will also be created. These guidelines empower the state governments under Section 67 (3) of the Motor Vehicles Act to impose the aggregator companies daily, weekly or 15 days according to and allow them. It also states that the aggregator should ensure that all the drivers associated with them follow these rules.
There was a ban in Karnataka
This decision has brought legal clarity to the app-based services that were working in legal uncertainty in many states till now. However, now its real impact will depend on whether the state governments issue notification to implement it. Bike taxi services have been banned from 16 June in Karnataka.

Rapido has welcomed the Central Government’s decision to implement section 23 under the Motor Vehicle Agricultural Guidelines, 2025.
