Centre denies nod for Kerala CM Pinarayi Vijayan’s Gulf tour

THIRUVANANTHAPURAM: Union government is learned to have denied permission to Kerala chief minister Pinarayi Vijayan for a Gulf tour. Vijayan was scheduled to go on a 15-day Gulf trip from Oct 16. Union ministry of external affairs rejected permission for the CM’s trip without mentioning reasons, it is learned.Vijayan sought clearance for an official visit to Bahrain, Saudi Arabia, Dammam and Riyadh from Oct 16 to 19. He was supposed to attend functions in Gulf cities on Oct 24 and 25. There were events scheduled in Qatar, Kuwait and Abu Dhabi in the first week of November.Officially, the tour was packaged as an outreach programme by Malayalam Mission. However, the tour was politically more significant in the background of the state heading to an assembly election early next year. Earlier, too, Centre had denied permission for Gulf tours of state ministers, including the chief minister.

NEW DELHI: Goverment’s policy think tank NITI Aayog CEO B V R Subrahamanyam on Friday weaved examples – from Amitabh Bacchan’s iconic film ‘Deewar’ and the detention of a pickpocket – to push for complete decriminalisation of 12 offences under the Income Tax Act and resolving them through civil and monetary penalties.“If you want a pickpocket and he is given life imprisonment, is that the outcome you want? Does it improve that pickpocket from not doing any more pickpocketing, it only becomes a burden on the govt for the rest of his life. Does it deter other pickpockets?” Subrahamanyam said during the release of a working paper which backs decriminalisation of some offences under the Income Tax Act and calls for moving towards trust based governance and compliance culture. “If the reason for pickpocketing is something else and not it could be something we all remember… Amitabh Bachchan and ‘Deewar’ for a loaf of bread…,” Subhramanyam said while recalling the scene from the 1975 blockbuster. The paper highlights that while the 2025 Act omits several archaic offences, it continues to criminalise 35 actions and omissions across 13 provisions, most of which prescribe mandatory imprisonment. Applying a jurisprudence-based assessment, the study recommends a decriminalisation roadmap and backed removing imprisonment for minor procedural defaults, restricting criminal sanctions to cases involving fraud or wilful evasion, and enhancing the role of civil and administrative penalties.

NEW DELHI: An Akasa Air aircraft flying from Pune to Delhi on Friday experienced a bird hit but landed safely in the national capital, the airline confirmed.“Akasa Air flight QP 1607 flying from Pune to Delhi on 10th October 2025 experienced a bird hit. The aircraft landed safely and all passengers and crew members were deplaned,” a spokesperson said in a statement to PTI.The flight, operated with a Boeing 737 MAX 8, landed in Delhi a little past 10 am. The airline did not disclose the number of passengers on board.The aircraft, which was scheduled to operate the Delhi to Goa flight, saw a slight delay as another plane was deployed for that service, sources said.The plane is currently being examined by the engineering team and will be released for service after a thorough inspection, the spokesperson added.

She alleged that he assured her she would be “100% cured” and, while discussing her sexual health issues, began examining her private parts without consent. She claimed he raped her under the guise of treatment, but she managed to push him and escape.Police filed a case for rape and sexual intercourse by a person in authority. SP Gaurav Singh said samples were collected by FSL. BJP media cell convener Karan Nanda said Ram Kumar had a good public image and contributed to strengthening Sanatan Dharma, reiterating the party’s claim of political motivation behind the complaint.

New Rules Make It Must For 282 Units To Reduce Emissions

NEW DELHI: India’s all traditionally high-emission industries, including aluminum, cement and pulp & paper, will have to reduce the intensity of their greenhouse gas (GHG) emissions to meet specific targets by 2026-27 compared to a 2023-24 baseline as the govt has notified rules for the country’s first legally binding emission reduction target for carbon-heavy industries.The rules, notified by the environment ministry on Oct 8, make it mandatory for 282 industrial units to reduce GHG emissions per unit of product (emission intensity) beginning 2025-26.These industrial units, spread across the country, will be liable to pay a penalty for non-compliance. The rules are notified under the compliance mechanism of the Carbon Credit Trading Scheme (CCTS), 2023.The highest number of industrial units (186) which will have to reduce GHG emission intensity (GEI) within a specified time-period belong to the cement sector, followed by pulp & paper (53), plants that use chlor-alkali process to extract certain chemicals (30), and aluminium plants (13).GEI targets (in tonnes of carbon dioxide equivalent) for the year 2025-26 have been calculated based on the pro-rata basis for the remaining months of the current financial year. The overall reduction till 2026-27 ranges from about 3.4% in the cement sector to about 5.8% in aluminium, 7.5% in chlor-alkali and 7.1% in pulp and paper, compared to the 2023-24 levels.In case an industrial unit fails to comply with the GEI target or fails to submit the carbon credit certificates equivalent to the shortfall for compliance, the Central Pollution Control Board (CPCB) will impose ‘environmental compensation’ (penalty) for the shortfall.The penalty will be equal to twice of the average price at which the carbon credit certificate is traded during the trading cycle of that compliance year. It’ll be paid within the 90 days from the day of the imposition order.According to the notification, the fund collected under the ‘environmental compensation’ will be maintained in a separate account and utilised for the purposes of the CCTS on the recommendation of the national steering committee for the Indian carbon market.The GEI targets are in sync with India’s ‘net zero’ emission goal of 2070 and will contribute to meet its Nationally Determined Contribution (NDCs) – climate action targets – through the reduction or removal or avoidance of GHG emissions.

PILIBHIT: A nine-year-old girl, Preet Kaur, was mauled to death by a leopard in Rann Nagar village, located near the North Nighasan forest range of the North Kheri forest division, on Thursday — marking the third fatal incident in Kheri within five days.According to the girl’s family, the attack occurred around 4 pm when she was returning home from school with her aunt. However, divisional forest officer (DFO) Naveen Khandelwal said the leopard attacked the child around 5 pm while she was playing near a sugarcane field close to her house.The leopard dragged her deep into the field, but villagers and family members rushed to rescue her after hearing her screams, preventing the animal from devouring the body. The girl’s body, bearing multiple injuries on the neck, face, and other parts, was later sent for post-mortem, Khandelwal said.This is the third fatal leopard attack reported in Kheri since Oct 5. Earlier, eight-year-old Ayana Khan was killed in Khambhar Khera village under the South Kheri forest division on Oct 7, while 35-year-old farmer, Munna Lal, lost his life to a big cat in Dodara Panditpurva village, about 15 km from the North Kheri forest division, on Oct 5.Khandelwal added that two cages with live baits have been set up near the attack site, along with five camera traps to monitor the big cat’s movements. Two forest teams have also been deployed to prevent further attacks, the DFO said.Meanwhile, state principal chief conservator of forests, Anuradha Vemuri, told TOI that the forest department is closely monitoring the escalating human-wildlife conflict in Kheri. “We are making every possible effort to rescue the stray leopards and protect villagers. DFOs have been instructed to install additional cages wherever required to neutralise the threat,” she said.

BIJNOR: Three policemen, including the SHO of the local thana, were suspended for “dereliction of duty” on Friday after a 22-year-old man was beaten to death and his cousin, an Army jawan, was critically injured following a brawl at a dhaba in Bijnor’s Haldaur area on Wednesday night.Two of the accused were arrested on Thursday and a case of murder was registered against them.The flare-up happened after the victims complained to the dhaba owner that the food served to them was cold. According to police, Abhishek, 22, from Wajidpur, and his cousins Himanshu, 24, an Army jawan posted in Jhansi, and Shivam Kumar got into an argument with the owner of the roadside dhaba accusing him of not serving them hot food. Soon, things turned ugly after Vicky and Monu from a neighbouring village, who had an old rivalry with Abhishek and who happened to be at the dhaba, sided with the dhaba owner. Abhishek and Himanshu were allegedly attacked by the other group with sticks and rods and brutally beaten up. As a result of the beating, Abhishek died on the spot while Himanshu, who had arrived on leave from his Army unit just three days ago, was taken to hospital where he is said to be critical. The accused fled after the incident.Incidentally, the eatery is located right next to a police chowki under Haldaur thana on the Moradabad-Bijnor state highway. As per the victims’ families, cops at the chowki were aware of the brawl but did not bother to intervene.Bijnor SP (city) Krishna Gopal Singh said, “Haldaur SHO Mahendra Pal Singh, head constable Mohabbat Khan and constable Prashant Tomar have been suspended for dereliction of duty and negligence. An FIR has been registered against five persons — Monu Kumar, Vicky, his father Dhyan Singh, and two unidentified men — under sections 103 (1) (murder), 191 (2) (rioting), 351 (3) (criminal intimidation), 115 (2) (voluntarily causing hurt), and 3 (5) (criminal acts committed by several people with a common intention) of the BNS on the complaint of the victim’s kin. Main accused Vicky and his brother Monu (both from Khatapur) have been arrested.”Angry villagers, meanwhile, demanded quick action against the culprits. They blocked the Moradabad-Bijnor state highway on Thursday morning by placing the victim’s body on the road.

NEW DELHI: The Centre on Friday informed Supreme Court that it is in consultation with the elected government of J&K – which was divided into UTs of J&K and Ladakh alongside scrapping of the contentious Article 370 on Aug 5, 2019 – on the issue of restoration of statehood without disturbing the UT status of Ladakh.Solicitor general Tushar Mehta told a bench of Chief Justice of India B R Gavai and Justice K Vinod Chandran that elections were held peacefully in the UT and an elected government is in place. However, restoration of statehood is under consideration of the Union government, which is consulting the UT government. “The Centre will respond to the pleas for restoration of statehood to J&K in four weeks,” he said.SC adjourned hearing on a bunch of pleas, including those filed by lecturer Zahoor Ahmed Bhat, sitting MLA Irfan Hafiz Lone, Prem Shankar Jha and Radha Kumar, who was one of the three interlocutors for J&K appointed by the UPA government’s Cabinet Committee on Security in 2010.Senior advocates Gopal Sankaranarayanan, appearing for Bhat, said SC while upholding the scrapping of Article 370 had not adjudicated the constitutional validity of stripping J&K of its statehood on the promise of “their government that it would be restored soon after elections were held to the J&K assembly.” Elections were held more than a year ago and still there is no sign of restoring statehood, which is in breach of the undertaking given by Mehta to the court. He said if the bench finds it appropriate, the issue can be referred to a five-judge bench.Mehta protested loudly at the use of “their govt” jibe by Sankaranarayanan and said it is “our govt”, as much mine as theirs and every Indian’s. The use of “their govt” shows the petitioner’s mindset, he said, adding that there are several considerations, including cross-border terrorism and incidents like the Pahalgam terrorist attack, which must be considered before deciding on restoration of statehood.Senior advocate Menaka Guruswamy told SC that stripping a state of its statehood has serious consequences for federalism and informed the court that the J&K cabinet passed a resolution on Oct 18 last year advising the Lt Governor to take steps for restoration of statehood. Senior advocate Dinesh Dwivedi said the Centre has the power to dissolve a state government using powers under Article 356 to retain control but it cannot take away statehood.Another counsel appearing for Radha Kumar alleged that there has been a steep rise in suicides and unemployment in J&K after it was reduced to UT and cited a report by a team led by former judge A P Shah. Mehta said these are the people who are using SC as a forum to peddle lies to defame India in the international forum.“There has been substantial all-round development in the state and 99% of the people of J&K treat the Centre as their govt. There are certain events that have taken place, including the killing of innocent tourists by Pakistan-backed terrorists and these must be taken into consideration during a holistic review of situations to ensure national security prior to restoration of statehood,” he said.

NEW DELHI: Home minister What Shah on Friday said infiltration was the main reason for disparity in the rates of growth of numbers of different religious communities, and said that the changes in demography were a threat to country’s culture and democratic ethos while vowing that govt would pursue a “detect, delete and deport” strategy against infiltrators.“In the 1951 census, Hindus constituted 84%, while Muslims constituted 9.8%. In 1971, Hindus constituted 82% and the Muslim population was 11%, while in 1991, Hindus constituted 81% and the Muslim community accounted for 12.12%, while in 1991, we accounted for 89%, and Muslims accounted for 14.2%. I’m talking about the populations of only two religions because I want to talk about infiltration,” Shah saidDelivering the Narendra Mohan Smriti Lecture at Sahitya Shrishti Samman ceremony, the home minister said, “The Muslim population has increased by 24.6 per cent, whereas the Hindu population has decreased by 4.5 per cent. I am telling you this because it hasn’t happened because of the fertility rate. It has happened because of infiltration.”“Hindu population decreased in Pakistan and Bangladesh as many of them fled and took refuge in India. And the Muslim population that increased in India wasn’t due to fertility, it was because many from the community infiltrated into the country,” the home minister said.He asked people to recognise the consequences of infiltration to effect demographic shifts for democracy.“I want to say without hesitation that until every Indian understands these three issues, we cannot ensure safety for our country, it’s culture, languages, and our independence. These three topics are interconnected,” he stated and cited censuses from 1951, 1971, 1991, and 2011 to highlight the changing demography.Shah linked the sharp drop in Jharkhand’s tribal population to similar incursions, announcing that the Modi govt’s high-powered Demographic Mission would examine illegal migration’s effects on religious and social fabric, population trends, and border security. He blamed “vote-bank” politics for infiltration, and said that it was ironic while Gujarat and Rajasthan have remained secure despite being border states, West Bengal has emerged as an epicentre of the serious threat. “Some political parties do not see a threat to the nation in infiltrators; they only see a vote bank,” he remarked, decrying Congress’s role in the religious partition of India as a profound error.Shah defended the Citizenship Amendment Act (CAA), which grants citizenship to Hindu, Sikh, Christian, and Buddhist refugees, as fulfilling a national pledge redeemed by Prime Minister Modi. “Opposition parties spread lies about the CAA; by bringing it, Modi Ji performed atonement for decades of governance errors,” he asserted. He emphasised that minorities persecuted on religious grounds in Pakistan, Afghanistan, and Bangladesh since independence deserve sanctuary in India. Endorsing the Special Intensive Revision (SIR) of electoral rolls, Shah argued that embedding infiltrators into voters’ lists corrupts constitutional integrity. He reiterated that Muslim population growth stems from “infiltration from Pakistan and Bangladesh and not because of fertility.”Infiltrators’ inclusion in voter lists, he warned, taints the political process. “When you are protecting infiltrators, you are polluting the spirit of the Constitution,” Shah said, adding, “We will follow the detect, delete and deport process for infiltrators.” He lambasted Congress: “Outsiders will not decide who gets to vote whom in India. India’s democracy will be run by Indians-not dictated by outsiders or Congress-backed lobbies.“The opposition is against the SIR exercise because their vote banks are getting cut…It is EC’s constitutional responsibility to clean the voters’ list. You can go to court if you have any issues,” he said.

Orissa high court acquits man of murder 25 years after trial court handed him life term

CUTTACK: Twenty-fiveyears after he was sentenced to life imprisonment for the murder of his adoptive parents, Prasanta Kumar Sahoo (now aged 65) has been acquitted by Orissa high court which ruled that his mere presence in the house on the night of murder and subsequently going into hiding couldn’t be the sole criteria of his guilty.In a strongly worded judgment delivered on Oct 9, a division bench of Justices S K Sahoo and Chittaranjan Dash pulled up the trial court for relying on “surmise and conjecture” and convicting Prasanta despite the prosecution’s failure to prove the motive beyond doubt.Jadu (75) and Pitei Sahu (65) were found murdered on the night of Aug 13, 1996 at Banchhara village under Jatni police station limits of Khurda district.Prasanta was convicted of murder by the Khurda sessions court on Aug 23, 2000. The couple, who was childless, had adopted Prasanta — son of Pitei’s sister — on Feb 1, 1993, and had executed a registered deed of adoption.Prasanta, who was 36-year-old at the time of murder, challenged his conviction in high court in 2000.“Following his release on bail in 2001, Prasanta has been living in Banchhara village with his wife and earning a living by giving tuitions to schoolchildren,” said advocate Shasibhusan Das, who argued on his behalf in the high court.According to the prosecution’s case before the trial court, the motive behind the killings was property dispute. But the high court found evidence against Prasanta to be insufficient and circumstantial.“We are of the view that the circumstances have not been established with clinching evidence and the circumstances taken together do not form a complete chain. The motive behind the commission of the crime has not been proved by the prosecution,” the bench observed, while setting aside the trial court verdict.Prasanta, who had initially fled after a second FIR was registered in the case, was arrested in 1998. He was tried along with his second wife Santilata, who was acquitted in 1999. Prasanta was convicted under Sections 302 (murder) and 201 (causing disappearance of evidence) of the IPC and sentenced to life imprisonment.Referring to Prasanta’s behaviour following the murder, the high court said, “The conduct of the appellant after the occurrence was very natural and cannot lead to any inference of guilt. The inconsistent plea taken by the appellant coupled with his presence in the house in another room on the night of occurrence and his absconding after registration of the second FIR cannot be the sole factor to find him guilty of the offences charged.Criticising the trial court’s approach, the judges said, “The conviction seems to be based more on surmise and conjecture than on any reliable evidences… It seems that the learned trial court has proceeded pedantically without making an in-depth analysis of facts and circumstances… The legal duty to separate the grain from the chaff has been abandoned.”The bench underlined that a legal verdict cannot be based on suspicion. “Law is well settled that higher the crime, the higher should be the proof. In the absence of legal proof of crime, there can be no legal criminality,” the bench observed.

SRINAGAR: Mobile internet services were restored in Leh Thursday night more than two weeks after its suspension following protests that erupted in the district on September 24.As per the statement issued by district magistrate Romil Singh Donk, normalcy had been fully restored across Ladakh with “uninterrupted internet access, smooth functioning of educational institutions, and resumption of public transport and other civic activities”.The administration also issued an order to prohibit fake news and stated anyone found indulging in the creation, sharing, or forwarding of fake news, messages, rumours, or misinformation shall be liable for “strict legal action” under relevant provisions of law.Donk has directed all social media group administrators to monitor the content shared in their groups. “They shall also turn on ‘admin-only’ control of WhatsApp groups. This order is issued ex parte in the interest of public safety and to maintain public order,” the order states.On September 24, police and paramilitary forces allegedly opened fire on protesters demanding Sixth Schedule status and statehood for Ladakh after demonstrations turned violent, killing four people and injuring more than 70.
