CHASOTI: A teacher’s hesitation spared 80 children from certain death. Minutes before a wall of water and boulders tore through Chasoti village in J&K’s Kishtwar district, Hukum Chand kept his students back from a langar lunch. At 11.40am, the mountain barrelled down. The school stood. The children lived.Chand teaches at the village’s lone primary school. He recalled how volunteers from the langar had invited the children to eat early on Aug 14. “They were insisting on going around 11am. But since we were busy with Independence Day preparations, we held them back,” he said Sunday. When the roar grew louder and the ground shook, Chand saw the mountain collapsing into Rajai Nalla, the local stream. “We directed older students to run toward higher ground. I held the younger ones back,” he said. Once the flood subsided, every child was safe. Chand then ran to the langar site. “I saw bodies floating. I pulled out at least 30 injured from the debris.” His relief was cut with grief — his brother was among the dead. The deluge left no family untouched in Chasoti. Three priests — Budh Raj, Dina Nath, and Thakur Chand — perished along with villagers. The bodies of Nath and Chand were found, but Raj is still missing. “We cremated 10 bodies together on Aug 15,” said Joginder Singh, 28, who lost his mother Gayatri Devi that day. “There are 13 family trees in this village and every single one has been affected.”Singh’s memory of his final words to his mother haunts him. He had gone with her to grind barley at a watermill, a routine task. “She looked at me and said ‘ok’,” he said. “That was my last conversation. Moments later, everything was gone. The temples — Kali Mata Mandir, Meynnag Mandir, Thein Mandir — the sacred tree near them too.” Later that day, he and other villagers found her body under the rubble. The devastation has shaken the community’s faith. Some villagers said the gods are “not happy”. Yet Singh believes divine forces spared them. “A boulder was stopped by Ma Kali temple that pushed the water toward the stream and saved the village,” he said.At priest Raj’s home, women wept inconsolably. The respected priest had warned for days something was coming. “For the past 10 days, he had been saying something big was going to happen,” said Ram Krishan Khajuria, president of Sanathan Mandal Paddar Tehsil. “On the very day, he stopped a woman from going to the fields.”Now, Chasoti’s lanes echo with mourning. Relief camps shelter survivors. Chand’s school houses Army and NDRF teams combing through debris. Amid loss and ruin, his choice — a delay over lunch — stands as the line that kept 80 children alive.

JAMMU: At least seven people, including five children, died Sunday in flash floods and landslides triggered by a cloudburst and heavy rain in Rajbagh-Ghati area of J&K’s Kathua. The fury unfolded barely three days after a cloudburst claimed 61 lives and cut a swathe of destruction in Kishtwar’s Chishoti, around 300km away.In Kathua, the tragedy struck Jodh Ghati of Rajbagh and Bagra of Janglote as water bodies and rivulets swelled and submerged villages in the zone. Army, police and SDRF teams have launched rescue operations. The weather office has forecast heavy rain in the region till Aug 19.A man and his two minor sons lost their lives in Jodh Ghati, the site of the cloudburst, snapping access to the village and damaging several mud houses as flash floods hit the pocket, catching people unawares. A mother-daughter died in a landslide in Bagra village of Janglote. The children who died were aged between two and fifteen. At least six others were injured.Besides houses, railway tracks and some stretches of the key Jammu-Kathua National Highway in Janglot and adjoining areas have suffered damage, officials said.Flood waters gushed into several houses in low-lying areas of Kathua city — the gateway to Mata Vaishno Devi hill shrine. With more rain forecast, authorities ordered closure of all schools across Kathua on Monday as a precautionary measure. Police issued an advisory urging people to avoid travel, unless absolutely necessary, and avoid going near water bodies.Movement of trains was disrupted along the pivotal Jammu-Kathua-Pathankot route as some rivulets swelled above danger levels, threatening to swamp tracks and bridges. Many local services were cancelled and several long-distance expresses short-terminated as trains were run along only one of the two tracks. In the worst-hit Jodh Ghati area, a viral video showed collapsed mud-houses and survivors trying to pull out a half-buried girl from rubble. Some others were seen frantically searching for the missing.J&K lieutenant-governor (LG) Manoj Sinha described the tragedy as “mind-numbing”. “Deeply anguished by the loss of lives in the devastating rain-triggered landslides in several areas of Kathua. Briefed Union home minister Amit Shah on relief operations,” Sinha posted on X.Chief minister Omar Abdullah expressed grief. “He conveyed heartfelt condolences to bereaved families, prayed for speedy recovery of the injured, and assured all necessary assistance,” Omar’s office posted on X.Union minister and local BJP MP Jitendra Singh also condoled the deaths and promised all help. “Helicopter services have been arranged for shifting the injured to hospitals,” Singh wrote on X.Kathua district development commissioner Rajesh Sharma led other senior officers in supervising relief operations. “#IndianArmy Columns on the ground in #Kathua — rescuing families, giving hope, food & care after the #Cloudburst,” a spokesperson for the Army’s Rising Star Corps posted on X.

CHASOTI: A long beard, a navy-blue cap, a megaphone, and a child in his lap. That was how the world met Shahnawaz, an SDRF member from Doda in J&K. His photo — cradling a 13-month-old girl pulled alive from rubble at Chasoti village in Kishtwar district — has gone viral.Calls and messages poured in. Strangers wanted to adopt the baby. “Her parents have been found. She is with them now, but people don’t believe me,” Shahnawaz said Sunday. They kept calling.Flash floods from a cloudburst on Aug 14 tore through Chasoti’s hillside stream. Rajai Nalla roared, hurling down boulders, trees, homes. A bridge snapped. People crossing the wooden span were swept away. Pilgrims at campsites and langars for Machail Mata Yatra vanished in a matter of seconds. At least 61 dead, 116 injured, and about 70 still missing.Rescue teams dug with excavators. Relatives stood along mud-brown banks, eyes fixed on orange vests. Desperation pushed them dangerously close to the torrent until one voice cut through: “Step back.”That was Shahnawaz again, megaphone in hand, sprinting up and down the stream. “Everyone is desperate. You cannot stop them from rushing to the spot when they hear that a body has been found,” he said, his voice turning hoarse. On Aug 14 evening, while clearing a shattered home, he spotted a faint movement — a tiny arm under debris. He pulled out the child, cleaned her, and wrapped her in a blanket. Then he asked colleagues to free a woman trapped nearby — the girl’s mother, a healthcare worker. Alive. “When the child began to cry, I was happy,” he said.Later that night, when phone networks revived, Shahnawaz’s photo exploded online. “I felt proud that people recognised our work. We gave our 100%. Saving lives brought us happiness.”The girl was handed back to her father, who had been frantically searching.Shahnawaz kept moving. The next day, Independence Day, he revived another girl with CPR and mouth-to-mouth. He had seen Kishtwar’s worst for six years since he joined SDRF in 2019 — bodies fished from Chenab’s icy currents after road crashes in the region’s harsh terrain. “Last winter, after pulling bodies from the freezing river, I felt my blood circulation had stopped,” he said. His family has always been supportive and proud of his work, despite the dangers. “They’re happy I saved the infant,” he said, smiling. Then he turned serious, patting the megaphone slung by his side: “It has drained my voice, but it is part of my job.” As dusk fell on Chasoti, Shahnawaz’s chilling warning echoed — stay away from the killer stream.

Good news will be available before Diwali! The new GST framework will be applicable, the government will give relief to the poor and middle class - GST Reform New Framework May Be Implemented Before Diwali Removing 12 And 28 Percent Slabs giving reliable class and msms

The GST Council has formed three Group of Ministers (GOMS). They will hold a meeting on August 20 and 21, in which the central government’s proposed revised GST framework will be reviewed. This framework includes proposals to simplify tax structure.

The recommendations of these three groups will later be sent to the GST Council. Officials hope that the council will get approval by Diwali. The three panels belong to the state finance ministers, who are related to simplification, insurance and compensation cess.

How is GST’s new framework?

Slabs of 12% and 28% will be abolished in the proposed framework of GST. Only 5% and 18% rates will remain intact. Most of the 12% slab products will shift to 5% and some will go to 18%. The highest GST rate will be 40%. Some special products will be kept in it.

Senior officials say that simplifying GST rates will increase consumption immediately. This will fulfill some loss of revenue. The government is confident that this step is financially sustainable. The 40% slab may be applied to some products, but it will remain a support for revenue.

New GST Rates: Centre proposes 5 and 18% rates under revamped GST regime: Sources

Focus on poor and middle class

According to officials, this restructuring GST rate has been done keeping in mind the convenience of the common man. Its purpose is to protect the interests of the poor, farmers, middle class and MSME.

Meanwhile, the US has imposed heavy tariffs on Indian exports, but government sources called it a coincidence. He says, “We have been working on it for the last two and a half years. This structural change was long pending.”

First time restructuring of GST

In the meeting to be held on August 20, the Revenue Department will give a presentation to the three Goms. These proposals were shared with groups a day before the Prime Minister’s Independence Day speech.

This is the first time the Center has proposed restructuring of GST to intensify reforms. So far, the rates have been simplified mostly on the initiative of Goms and GST Council.

What will be the attitude of the states?

The group of ministers with rate rationalization includes ministers from Kerala, Uttar Pradesh, Rajasthan, West Bengal, Bihar and Karnataka. Former Finance Minister of Kerala Thomas Isaq described this framework as ‘disastrous for revenue’. However, the government hopes that the states will support this major reform. Under the process, GOM will make recommendations first and then the GST Council will take a final decision.

GST | Rate hikes may come in phases; govt to seek bank details: Report

According to government sources, there is no bias on the basis of any industry or product category. The review was done on the basis that the product is needed everyday, whether it affects the farmers or does it put the burden on the middle class. Every item has passed through this filter. Officials believe that the states will not have a concrete reason for opposing restructuring.

The GST Council has a total of 33 members. These include Union Finance Minister, Minister of State and Finance Minister of all states and union territories.

Status on petrol and diesel

At present, the government is not ready to bring petrol, diesel and liquor under GST. At present, GST is not applicable on petrol and diesel in India. This is a case of state and prices vary in different states due to VAT and central excise duty.

The government hopes that the new GST framework will be implemented by the end of October this year by Diwali. Prime Minister Modi also mentioned this deadline in his speech on Independence Day.
