No claim or objection filed by any BLA in Bihar so far; requests received from 45,616 electors: EC

NEW DELHI: Election Commission Monday said all eligible electors left out of Bihar’s draft electoral roll published on Aug 1 can file their claim in Form 6, along with a copy of their Aadhaar, before Sept 1.Similarly, if any ineligible elector has been included in the draft roll, any aggrieved elector of that assembly constituency (AC) can file a specific objection in Form 7 within the same deadline. However, if the aggrieved person is not an elector from that AC, they will be required to file a specific objection along with a declaration/oath, as per Rule 20(3)(b) of the Registration of Electors Rules, 1960 (RER). It is the same declaration that EC has been asking Congress leader Rahul Gandhi to submit.EC Monday shared that no applications have been received by any electoral registration officer (ERO) from any persons other than electors of that assembly constituency under Rule 20(3)(b) of RER, 1960.As per the declaration under Rule 20(3)(b), the aggrieved must “affirm and state on oath that the statement I am about to make under Rule 20 of RER concerning name of person proposed for inclusion or exclusion, part no. and serial no. (in the electoral roll) is true to the best of my knowledge and belief” and that “I am not an elector of the said constituency”. The person must also declare that they are aware that a false declaration concerning the electoral roll and submission of false evidence are punishable under Section 31 of R P Act and Section 227 of BNS, respectively.Booth level agents (BLAs) of political parties too can submit claims (collected from aggrieved electors) in Form 6 and file objections in Form 7, along with the prescribed declaration, to the booth level officer. This declaration says that the information being furnished is on the basis of proper verification of the draft electoral roll and any false declaration will invite penal action under Section 31 of the Representation of the People Act, 1951 (making a false declaration).In an update Monday, EC disclosed that no claims and objections have been received from party BLAs in Bihar, though 45,616 electors have directly filed these, of which 1,348 have been disposed of. Over 1.5 lakh forms have been received from new electors, including six through BLAs.

NEW DELHI: Samajwadi Party Monday accused the CEC of “lying brazenly” that the party had not given any affidavit on the deletion of voters in Uttar Pradesh, even as Akhilesh Yadav alleged targeted deletion of backward and most backward class voters, who back SP, at the behest of the governing party.As the row over voter deletion deepened Monday, SP affidavits became the opposition’s propaganda weapon with INDIA bloc MPs holding them up during the protest against SIR of electoral rolls in Bihar and Election Commission at the Parliament entrance ahead of proceedings in the morning. SP leader Ramgopal Yadav said EC was “lying” about the affidavits, saying they were filed for 2022 state polls, while complaints were submitted about UP bypolls, including in Mainpuri.Akhilesh distributed copies of the affidavits around in Parliament complex, asserting that 18,000 complaints on stamp papers were submitted to EC in a rush after he received an EC notice asking that he support his claims about voter deletion in the 2022 state elections.Seeking to turn the row into a political weapon, Akhilesh alleged that voters from most backward groups like Maurya, Pal, Baghel and Rathore were being removed from rolls to help BJP. “They remove their names while promoting the narrative that OBCs are voting for them (BJP),” he said, adding that deletions played a role in SP’s defeat in many narrowly decided seats. “This is what we could identify in a short time. If we receive the voter lists in the format we are asking for, we can provide more such cases. Votes cast in 2019 were deleted by 2022. There is also a proper procedure for creating a voter ID but that is being ignored,” he alleged.At the same time, SP leaders alleged that SDM officers who conduct the elections are deliberately picked from “the community of the chief minister” while those seen as belonging to communities that support SP are changed.The Samajwadi chief said EC has not taken any action on its complaints filed since 2019 spanning across polls in 2022 and 2024, and not a single officer has been punished despite the petitions after BJP came to power. “It means EC listens more to BJP,” he charged.

This has been done to protect domestic manufacturers from a sudden increase in steel imports. DGTR has recommended 12% for the first year, 11.5% for the second year and 11% for the third year. The current 12% safgard duty is applicable by the end of September this year. Why need for safeguard duty lying

This recommendation of DGTR of Safeguard Duty for 3 years on the import of flat steel products has come after investigation on the complaint of the Indian Steel Association. The complaint said that a large amount of steel is being imported from abroad, which is causing damage to Indian companies. Based on the initial results of the investigation, the government imposed a 12 percent temporary safeguard duty for 200 days in April itself.

DGTR said in a notification, “The results have been concluded in the final report that due to unexpected circumstances, there has been a sudden, sharp and large increase in the import of related products (flat steel products) in India recently … and it can cause heavy losses to domestic industry/ manufacturers.”

The domestic steel industry has welcomed the recommendation to impose safeguard duty. It is said that such measures will help India to become self -sufficient in this region. Naveen Jindal, chairman of the Indian Steel Association, said in a statement that making a security trap through the minimum import price is a positive step for the safety and support of the domestic industry and related sectors.

NEW DELHI: Supreme Court on Monday refused to interfere with an order passed by the Bombay HC which had dismissed a petition challenging the validity of the entire Maharashtra assembly elections held last year on the allegation of bogus voting.HC had rejected the plea filed by a voter on the ground that he did not place any evidence to substantiate his allegation of bogus voting and also that a writ petition cannot be filed to challenge an election as it has to be done through an election petition. Petitioner Chetan Ahire then moved SC against the HC order. A bench of Justices M M Sundresh and N K Singh, however, dismissed the appeal filed by Ahire.HC had in its order said, “There is nothing on record that at any polling station in the State of Maharashtra, any untoward incident/fraud had taken place. We, hence, fail to discern as to how, in the absence of any tangible material acceptable in law, which also needs to be booth wise, that there was any fraudulent voting or there was no voting.”It also said that the petition was sans any tangible material whatsoever and also pulled up the petitioner for poor drafting of petition, as he impleaded the Election Commission with the nomenclature as “Chief Election Commission of India”, and SEC by describing such respondent as “Chief Electoral Officer, the State Election Commission”. There were no such entities for a writ to be issued, the HC had said.“There is no other material whatsoever, much less of any authenticity, to the effect that there was any malpractice, fraud or complaint of any nature in regard to the voting at the closing hours of the poll i.e. at about 6 pm, not by the voters who were not in queue. We are of the clear opinion that merely on political opinions or on unsubstantiated newspaper reports, a petition under Article 226 cannot at all be maintained,” HC had said.

NEW DELHI/MUMBAI: Defence minister Rajnath Singh attempted Monday to garner broader support for NDA vice-presidential candidate C P Radhakrishnan, speaking to Tamil Nadu CM M K Stalin over the phone, and to former Odisha CM Naveen Patnaik (BJD), to seek their support for a consensus.Singh also called up former Andhra Pradesh CM Jagan Mohan Reddy whose YSRCP, with 11 MPs, has pledged to back the NDA candidate.He had earlier, it is understood, reached out to Bengal CM Mamata Banerjee (TMC).In Mumbai, CM Devendra Fadnavis appealed to state “regional parties, in particular Shiv Sena (UBT) and Sharad Pawar’s NCP”, to vote for Radhakrishnan. Shiv Sena has six LS MPs and the NCP (SP) group has 10. Both parties are part of INDIA bloc. “Not only is he governor of Maharashtra, he is also a voter from the state. He may originally be from Tamil Nadu but he is a voter from Mumbai and has voted in the last assembly election. While filing his nomination he will be mentioning that he is a voter from Mumbai,” said Fadnavis, asking “Sena (UBT) and Sharad Pawar, for whom Marathi asmita is important, to forget party differences” on this issue.Sena (UBT) MP Sanjay Raut, meanwhile, said while the party welcomed Radhakrishnan’s nomination since he was Maharashtra governor, it would go by the INDIA bloc’s collective decision. However, Raut pointed out that his party chief, Uddhav Thackeray, was of the view that such constitutional posts should not be politicised and any nominee should be elected unopposed. Since the INDIA bloc doesn’t have the numbers to win the VP polls, Raut said, attention shouldn’t be diverted from core issues like ‘vote chori’, voter list manipulation and SIR in Bihar by having a contest in VP polls. He is also expected to attend the NDA Parliamentary Party meeting on Tuesday.Radhakrishnan is likely to file his nomination papers Wednesday in the presence of top NDA leaders, including CMs from states governed by the alliance. BJP congratulated Radhakrishnan on his nomination and thanked PM Modi for selecting a candidate from the OBC category.The Vice-Presidential election is scheduled for Sept 9.Bihar CM Nitish Kumar welcomed BJP’s decision and said JD(U) would support Radhakrishnan. TDP’s Nara Lokesh also extended his party’s support to Radhakrishnan.
