Public Places- Places with large number of people movement, now more than 1000 people gather at the same time or establishments with movement of 1000 people during the day will have to install CCTV cameras. Also 30 days CCTV footage has to be preserved. The measures recommended by the Public Safety Committee shall be arranged by the concerned bodies within 6 months. In the first phase, the Act will be implemented in 8 metropolitan areas. Which will be implemented from August 1, 2022.

Decision for safety and security of citizens
The state government led by Chief Minister Bhupendra Patel has taken an important decision to increase the safety and security of the citizens. In Gujarat, which has developed due to rapid industrialization, urbanization and wide spread of business activities, commercial and industrial establishments, religious places, educational institutions, hospitals, sports complexes and railway stations, bus stations and places where large number of people congregate to prevent threats to citizens’ safety and crime. This decision has been taken as a precautionary measure to prevent the possibility.

The state government has decided to implement the Gujarat Public Safety (Steps) Enforcement Act-2022 from Monday 1st August-2022 with a view to mandating entry control measures and installation of CCTV camera system with public participation so that citizens can also be involved in safety and security.

This will be implemented in 8 cities
It has been decided to implement this act in the first phase in 8 cities of the state namely Ahmedabad, Vadodara, Surat, Rajkot, Jamnagar, Bhavnagar, Junagadh and Gandhinagar.

An officer of PSI or above can ask for CCTV
According to this act, the establishments where 1 thousand people gather at the same time or there is movement of 1 thousand people during the day will have to install CCTV. Not only that, 30 days of footage has to be saved. Officers of the rank of PSI or above may request such video footage for investigation of crime. A Public Safety Committee will be constituted by the District Magistrate for smooth implementation of this Act.

A committee will be formed under the chairmanship of the Resident Additional Collector
Accordingly, a committee will be constituted under the Chairmanship of the Resident Additional Collector for the Municipal Areas and an officer not above the rank of Deputy Superintendent of Police will be the Member Secretary. The Deputy Municipal Commissioner shall be a member of the Committee and not more than 3 representatives of the Association of Units situated in the area to which the provision of the Act is applicable shall also be members of the Committee and their appointment shall be for a maximum period of two years.

Public safety measures have to be taken within 6 months after recommendation
The Deputy Commissioner of Police will function as the Member Secretary of the Committee in the Police Commissionerate area. It shall be mandatory for the institutions concerned to take public safety measures recommended in writing by such committee within 6 months.

The officer will be able to monitor the CCTV camera system
The Act also provides that an officer authorized by the Public Safety Committee or Public Safety Sub-Committee may inspect the CCTV camera system in such units, establishments within reasonable hours of the day after giving two days’ notice. Curry shall make his report to the Public Safety Committee in case of any default or violation.

Any person or organization may appeal to the District Magistrate within 30 days against the order passed by the Public Safety Committee. Such a provision is also kept in this act.

The District Magistrate has to give a decision within two months
The District Magistrate has to give a decision within 60 days from the date of filing the appeal. Also the amount of penalty has to be recovered by revenue. With the implementation of this act, measures for the safety and security of citizens in the towns and cities of the state will become more comprehensive.
