The construction work of Government College Sainj Bhawan in Kullu, Himachal Pradesh has been stalled for months. Only the contractor engaged in the construction work is missing. A year ago, the Public Works Department had allotted the work to the contractor after completing the tender process for the college building to be constructed at a cost of Rs 12 crore. Although the construction work was started after that, but nothing much work could be done here except for laying the building material and leveling the place. Now the work has stopped completely for about 6 months. Hundreds of students studying in the college are facing problems due to non-construction of the building.

Due to the non-construction of the building, now the people’s organizations and panchayat heads and parents of the valley have made preparations to open a front against the department and the government. Mohar Singh, head of Talada panchayat, Purna Chand, head of Bhalan panchayat, Guddu Ram, head of Larji told that the state government had established degree college in Sainj in the year 2016 for the convenience of local children, whereas at present the college is in 20 districts of the valley. About 300 children of Panchayats are taking education.

As the college management does not have its own building, classes have to be conducted in the school building. Panchayat heads said that due to lack of facilities in the college, children are forced to go to Kullu or Banjar for studies. Govind Singh Thakur, former vice-president of the Panchayat Samiti, said that due to the delay in the construction work of the college building, all the parents are angry with the department and have appealed to the department to issue directions to the contractor to start the construction work.

Chaman Singh, Executive Engineer, Public Works Department said that orders have been given to the construction agency to start the work. If, again, the contractor is negligent in the construction work, then action will be taken against him.
