E-way bill link on gold jewelery placed on GST portal

The proposed e-way bill for moving gold jewelery from one place to another is being opposed by some states including Gujarat, while the link to generate e-way bill for gold jewelery is being placed on the GST portal, concern has spread among jewelers. However, the final decision in this regard has been left to the state governments by the central government.

At present, no circular has been announced by the state government in this regard. This link is provided by National Informatics Center for Jewelery falling under HSN Chapter Code 71. E-way bill can be generated for gold jewelery in the same way as e-way bill is generated for moving other items from one place to another. The time limit of e-way bill will vary depending on the distance. Multivehicles are not allowed in e-way bill. Even though the system of generating e-way bill on the GST portal has been started but the final authority to implement the e-way bill law or not has been given to the state government.

The jewelers of Surat had protested against the e-bill on moving jewelery worth more than two lakhs from one place to another. Nainesh Pacchigar of the Indian Bullion Jewelers Association said that e-way bill legislation on jewelery is not possible. A presentation was also made to the central government by Ibja. If there is a possibility of fraud in the name of checking e-way bills on gold jewellery, as well as some other inconveniences. Taking into consideration all these issues, the final decision has been left to the state government.

Why are jewelers protesting?

  1. If the rule of generating e-way bill is implemented, there is a possibility of looting their goods in the name of GST officer.
  2. Even if the jewelery goes for display, an e-way bill has to be made. But no provision is made for it being returned unsold.
  3. Once the e-way bill is created, if the GST is compulsorily paid for it, the jewelers may face a financial burden.
  4. If goods are to be sent from one shop to another, a situation may arise to create an e-way bill for that too.
