Nuclear escalation, a sense of victory: Why Putin annexed 15% of Ukrainian territory?

NEW DELHI: Russian President Vladimir Putin on Friday signed decrees to declare four Ukrainian territories as part of Russia through a widely denounced “illegal annexation”.
“People who live in Donetsk, Luhansk, Kherson and Zaporizhzhia are becoming our citizens — forever,” Putin said at the chandeliered St George’s Hall of the Grand Kremlin Palace — the same place where he declared in March 2014 that the Ukrainian peninsula of Crimea was part of Russia.
The move to annex the territories, which make up nearly 15% of Ukraine, comes at a time when Russia almost had its back against the wall and is expected to change the course of the 7-month-long war.
For Putin, it could help legitimize his nuclear threats and offer a sense of victory which eluded him since the beginning of the invasion. But some Ukrainians living in the region have started to fear the worst.
Here’s why Putin annexed the 4 Ukrainian regions & what it means for the war:
Nuclear threats
The annexation of the 4 regions adds a degree of legitimacy to Putin’s nuclear threats, which were earlier denounced by Western experts as brinkmanship.
During the ceremony to officially announce the annexation, Putin chillingly vowed to protect the newly annexed regions by “all available means.”
Though he did not drop any fresh nuclear warnings, Putin also said that US had set a precedent when it had dropped two atomic bombs on Japan in 1945.
The message was painfully clear: any attack on the newly annexed regions would be construed as an attack on Russia. This would give Putin enough reasons to use any means available in Russia’s vast arsenal, including nuclear weapons. Just like he said.
Even earlier, Putin had said that his nuclear threat was not a bluff.
His top associate, Dmitry Medvedev, said earlier this week that Russia has the right to use nuclear weapons in Ukraine if Kyiv threatens Russian statehood.
Experts feel that signals the onset of a “new and highly dangerous phase” in the war, one that Western officials and analysts fear could escalate to the use of nuclear weapons for the first time in 77 years.

Diversionary move?
Even as Putin was proudly proclaiming the annexed territories on Friday, Russian forces in one of the four regions were on the brink of being encircled by Ukrainian troops.
On Saturday, Ukrainian troops entered the city of Lyman and claimed that they have surrounded thousands of Russian soldiers. This only shows how tenuous Russia’s grip is on some of the territories it is claiming.
In the last few weeks, Ukraine managed to claw back large swathes of its territory and triggered a Russian retreat with the help of advanced weapons supplied by the West.

t

Against this backdrop, a pomp-filled Kremlin ceremony and promises that Moscow would triumph in its “special military operation” help Putin divert attention from the possibility of facing a potentially serious military reversal.
Former Kremlin speechwriter-turned-political analyst Abbas Gallyamov linked Russia’s reversals in the war with the annexation push.
“It looks like an attempt to respond somehow, and it looks quite pathetic. Ukrainians are doing something, taking steps in the real material world, while the Kremlin is building some kind of virtual reality, incapable of responding in the real world,” he said.
A victory of sorts
“Victory will be ours,” President Putin said on Friday as thousands of Russians gathered on Moscow’s Red Square to celebrate the annexation.
“Russia not only opens the doors of her home to these people, she opens her heart. Welcome home!” he said, prompting chants of “Russia! Russia!” from the flag-waving crowd in the vast square.
Friday’s show and tell by Russia was clearly dominated by the theme of victory. That’s because victory is exactly what has eluded Putin in the last 7 months.
What was supposed to be a swift capture of Kyiv turned into a long-drawn-out battle that has been going on for 7 months with both the countries exhausting their manpower as well as resources.
Far from capturing Kyiv, Russia found itself facing stiff resistance from the Ukrainian troops who were bolstered by a sense of nationalism and a constant supply of Western arms.
Since Putin was left with no choice after his February 22 invasion, he had to recalibrate his war goals to focus on the eastern Ukrainian region where the referendums took place last month.
Thus, the formal annexation of the 4 territories has given Putin a sense of accomplishment that he desperately needed these past few weeks.
If not a complete takeover, Putin would be happy to accept 15% of the country’s territory. But whether or not Russia managed to hold out in the face of a tough Ukrainian advance remains to be seen.
Pitting Ukrainians against Ukrainians
The annexation of Donetsk, Luhansk, Kherson and Zaporizhzhia has opened up the possibility for Putin to call for conscription.
According to reports, Ukrainian authorities believe that Russia will try to mobilise young men in the occupied areas to fight against Ukraine.
This has already happened in parts of eastern Ukraine under Russian control since 2014, particularly Crimea.
Russian soldiers have told dozens of men aged 18 to 35 that there is a ban on letting them leave, according to older men who have successfully crossed, as well as two NGOs involved in helping people evacuate and local Telegram groups, the Guardian reported.
Earlier, Ukrainian president Volodymyr Zelenskyy told citizens in the occupied territories to hide from mobilisation by “any means”.
Russia, on the other hand, might consider a call-up in the occupied region, especially after the mobilization scare triggered by Putin’s speech last week.
Over 194,000 Russian citizens have already fled to neighboring Georgia, Kazakhstan and Finland — most often by car, bicycle or on foot — since Putin announced a partial mobilization of reservists.
In Russia, the vast majority of men under age 65 are registered as reservists.

Kota:

At least 30 girl students were taken ill after eating the food served at their hostel here with one of them claiming she had noticed a lizard in the curry, with officials saying a probe had been ordered.

The incident, which occurred in Jawahar Nagar police station limits, came to light when around 30 students complained about vomiting and dizziness after eating the food on Thursday night. One of the girls claimed that she had noticed a lizard in the curry, which was then removed from the kitchen.

The students were rushed to a nearby private hospital where one girl was admitted while the others were provided primary treatment.

The incident occurred around 8 pm and Chief Medical Health Officer (CMHO) Jagdish Soni was immediately informed. However, he saw the WhatsApp message at 10.30 pm.

By that time, the food had been thrown out without samples being collected for examination and the other students had been given freshly cooked food, Soni told PTI.

A medical team visited the hostel on Friday and screened the 30 girls. Two of the girls who had vomited were cleared while the student who was discharged from hospital was advised admission for observation, Soni added.

He added that the food safety team collected samples of raw food items and water from the hostel on Friday and a probe was underway.

Circle Inspector at Jawahar Nagar police station Vasudev confirmed that the food the girls had eaten was thrown out and no sample was collected.

Kota City Additional District Magistrate Brij Mohan Bairwa expressed ignorance about news of the contaminated food being thrown out before sampling.

Bairwa, who is the nodal officer of the district-level monitoring committee on coaching institutes and hostels, added that he had directed the CMHO to probe into the matter and submit a report within two days.

Won't go deep into medical reports, will wait for official confirmation: Rahul Dravid on Jasprit Bumrah | Cricket News

GUWAHATI: Pace spearhead Jasprit Bumrah is set to miss the T20 World Cup due to an injury but head coach Rahul Dravid on Saturday said he won’t go deep into his medical reports and will wait for an official confirmation regarding his availability for the showpiece in Australia.
India suffered a big setback when their pace spearhead Bumrah was ruled out of their final preparatory series against South Africa due to stress fracture in his lower back.
“We are awaiting the official confirmation on the next steps. As of now, he’s officially ruled out of this (SA) series. But we will see what happens over the next few days,” Dravid told reporters on the eve of the second T20I against South Africa.

Usually a stress fracture in the back takes about six months to heal completely but Dravid said they are still “hopeful”.
“Honestly, I’ve not gone deeply into the medical reports, I rely on the experts to tell me what it is. They ruled him out for this series and he’s being assessed. We will know in due course what happens in the future,” the 49-year-old said.
“Obviously till he’s completely ruled out, and we get an official confirmation that he’s ruled out, we will always be hopeful. We will always hope for the best just for us as a team and Jasprit as an individual.”

Bumrah, who has been out of action since the India tour of England in July, had recently made a comeback during the home T20I series against Australia but the 28-year-old has been forced to head back to the National Cricket Academy for rehab again.
Bumrah’s spate of injuries, despite his workload being carefully looked after by the think-tank, has become a matter of debate.
Bumrah played all the 14 IPL matches for his franchise Mumbai Indians and since then he only featured in six Internationals in four months.

Doing rehab at the NCA, Bumrah made a comeback in the preceding Australia series where he played two matches and travelled with the team to Thiruvananthapuram for the 1st T20I against South Africa only to be ruled out ahead of the game.
“To a large extent we manage to get everything. Not everything will be perfect. It happens, it’s part and parcel of the game, we are not the only team which suffers from injuries.
“Obviously if they happen closer to big tournaments they can upset your plans a little bit. Everyone is making good efforts to minimise the injuries as much as possible,” Dravid defended their workload management.
The workload management and their experiments in the build-up to the World Cup may have come in for a lot of criticism but Dravid chose to keep away from the “noise”.

“I know there is a little bit of noise from the outside but in the group, communication has been very good and there’s clarity. It’s a bit unrealistic to expect us to keep playing the same guys over and over again, sometimes they are forced upon you — like Bumrah.
“We played the same XI against South Africa in June if you remember, and people kept saying why don’t they change. But in the group we’re very sure of what we are doing.
“Sometimes, there are a lot of things people won’t know from outside, what are the niggles, how we are going to manage, how we are preparing for a Test when there’s a series in Ireland. It’s hard to just explain.”
There has been a lot of debate on who is going to replace Bumrah if he is officially ruled out as only two weeks are left for their World Cup warm-up fixture against Australia.

But Dravid said they are in their comfort zone, having got all the skill sets for different conditions and rival sides in Australia.
“We are quite comfortable that we have got all the skills that allow us to play different combinations and different kinds of XIs based on the wickets and oppositions. That’s really important in a World cup when you play in 4-5 different venues.
“You need to have that little bit of versatility and flexibility in your squad that allows you to change things.
“Over the last few series, we probably have not been able to play that squad due to a variety of reasons. But most of the guys in the 15 now have had a pretty decent amount of cricket in the last six months.”
Dravid said they have absolute clarity on the roles assigned to each of the players in the World Cup-bound squad.
“Within the group, within the team, we have been pretty clear about the kind of combinations we want, the kind of players that we are likely to play in the XI. You can’t pick an XI months in advance, you don’t know the wicket, and what it’s like.
“We have been pretty clear about the skills we want in the 15. For me, that is really important. The kind of squad we pick to the World cup, barring injuries, what were the skills that we are looking for, different kinds of bowlers, certain batting skills, we have been very clear about.”

Happy with Harshal progress
Having returned to action after overcoming a rib injury, death overs specialist Harshal Patel has leaked runs in the series against Australia.
But Dravid was happy with his progress.
“We’re very happy with the way he’s progressing. He bowled a phenomenal last over against Australia in Hyderabad. The more and more games he plays, the better for him. He’s really a mentally strong cricketer,” he said.
“He has been phenomenal for the franchise he plays in, even in international cricket he has played some good spells. He’s preparing really well, he’s practising really hard.”

The culprit lured the minor girl and took her to Indore, where he repeatedly raped her for two days

A court here on Saturday sentenced a 34-year-old man to life imprisonment for abducting and raping the 16-year-old daughter of his landlord two years ago. Judge Deepak Dubey convicted Nepu alias Sajid (34) under relevant sections of the Indian Penal Code and the Protection of Children from Sexual Offences (POCSO) Act for the crime that occurred in August 2020, Public Prosecutor Lalit Kumar Sharma said. The POCSO court also imposed a fine of Rs 85000 on the convict, he said.

The culprit’s wife had died and he along with his four-year-old son lived in rented accommodation. The landlord’s minor daughter, a class nine student, would frequently visit his room to play with this son, Sharma said. The culprit lured the minor girl and took her to Indore, where he repeatedly raped her for two days, he alleged. The girl’s mother lodged a complaint on August 17, 2020 after which the police rescued the minor from Indore.

Based on her statement, the police incorporated sections of rape under IPC and POCSO Act in the FIR against the accused and arrested him. However, he was later released on bail, the public prosecutor said. The judgement was to be pronounced on Friday but the accused fled from the court premises after the lunch hour following which the judge issued an arrest warrant against him.

The police nabbed the culprit from the railway station area hours later and produced him before the judge on Saturday.

Rajasthan Teen Gang-Raped On Camera, Blackmailed: Police Case Against 8 Men

Jaipur:

A 17-year-old girl was allegedly gangraped and blackmailed for months using the video by eight men in Rajasthan’s Alwar district, police said today after registering a case.

After the latest extortion bid, they put the video online, and the girl and her parents finally went to the police station in Kishangarh Bas town to file a complaint after the family came to know of her ordeal. The men initially blackmailed her of Rs 50,000, said reports quoting the police, adding that they demanded another Rs 2.5 lakh recently.

One of the accused, Sahil, already had some obscene pictures of the girl and had been threatening to make them public. He had called her on December 31 last year to a place near Gothra, where all eight men raped her and recorded a video, says the complaint. She was raped on January 3 and 6 too, it added.

So far, none of the accused —Sahil, Arbaaz, Javed, Taleem, Akram, Salman, and Mustaqeem — has been arrested. The case has been registered under the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology (IT) Act.

“The father of the victim girl has alleged that his daughter was raped by eight men from the same village. The complaint has been taken and the FIR is also registered against the accused,” said Amit Choudhary, the local police in-charge, to the news agency PTI.

BJP’s Jaipur MP Rajyavardhan Singh Rathore has marked this as “another failure” of the state’s Congress government under Ashok Gehlot.

'Change' vs 'Satisfied Already': Shashi Tharoor's Pitch In Congress Contest

Shashi Tharoor, 66, and Mallikarjun, 80, remain in race to be Congress president. (File)

New Delhi:

With the nomination of former Jharkhand minister KN Tripathi rejected over technicalities, the contest for Congress president is officially a one-on-one between veteran Mallikarjun Kharge, 80, who is apparently backed by the Gandhis, and Shashi Tharoor, 66, who claims to stand for change.

KN Tripathi, who was hardly in the game anyway, had his form rejected as the signature of one of his proposers didn’t match and another’s signature was repeated.

Mr Tharoor insists “this is not a war”, but wants the voters — an electoral college of over 9,000 delegates — to see Mr Kharge as a symbol of status quo, meaning the Gandhis holding power themselves or by proxy.

His slogan lays claim to the future — ‘Think Tomorrow, Think Tharoor’ — as the party hopes 2024 brings it something better than a third consecutive drubbing by the BJP.

“Mr Kharge and I can belong to different schools of thoughts. We are associates in the same party. Let the members decide,” he told news agency ANI on Saturday. “All I am telling the members is that if you’re satisfied with the functioning of the party, please vote for Kharge saab. But if you want a change — if you want the party to function differently — choose me.”

He ran into some trouble yesterday over a wrong map of India in his manifesto, which he corrected with an apology and no apparent loss of drive.

Mr Kharge on Saturday resigned as the leader of opposition in Rajya Sabha — heeding to Congress’s ‘one person, one post’ rule — a day after more than 30 leaders backed his candidature.

The 80-year-old becoming a candidate at all was a surprise, forced onto the current leadership after Ashok Gehlot fell out of the race as his loyalists insisted he remain Rajasthan Chief Minister. Mr Gehlot has backed Mr Kharge.

Shashi Tharoor, one of the group of 23 seen as rebels after they wrote to Sonia Gandhi demanding reforms in 2020, was not accompanied by as many senior leaders when he filed his nomination. Not that he’s the G-23 candidate either. Some from that group stand with Gandhis and Mr Kharge, some have left the party altogether.

No contest would be needed if either of the candidates withdraws his nomination — the last date is October 8.

But that’s unlikely. Mr Kharge’s is the preeminent choice, and Mr Tharoor is keen on a contest.

Voting is on October 17, and result will be out two days later.

This is the first election in over 20 years without a Gandhi — current boss Sonia Gandhi or her son Rahul Gandhi — up for the party’s top post.

The last time the party had a non-Gandhi chief was in 1998, in Sitaram Kesari, who was replaced by Sonia Gandhi after she finally joined politics at a time when the Congress was struggling to keep itself together.

She handed it over to Rahul Gandhi in 2017, who resigned after the 2019 Lok Sabha loss. Ever since, she’s been interim chief.

While Rahul Gandhi remains the face of the party — evident in his leading the ‘Bharat Jodo Yatra’ to build 2024 poll momentum — the family is not in the contest apparently to blunt the nepotism charge.
